This is Jessie of Team Rocket in the television series Pokémon. She and her cohort James are the show's "bad guys". However, they're not really bad -- just a little bit misled. In some way, they are the real heroes.
Considering that I did not even have a picture of Jessie to glance at while drawing this, this is almost exactly how Jessie looks. However, her hair should be a little darker, and her neck is too dark, even if it is in shadow.
