Seiya Kou is one of the mysterious Sailor Starlights, Sailor Star Fighter. Like the rest of the Sailor Starlights, Seiya is a guy when untransformed, but becomes a girl after transformation. Seiya has short black hair, blue eyes with tapered ponytail and grey moon earrings. The Starlights seem to have their own agenda, as they aren't part of the team in Sailor Stars. Seiya, in particular, has a particular beef with Haruka, and this is paralleled with the tension between Super Sailor Uranus and Sailor Star Fighter.

Seiya has developed an attraction to Serena, which makes Haruka very protective and suspicious. Seiya doesn't seem to mind, as he flirts with Serena day in and day out. In the recent episodes of Sailor Stars, the identities of all the Sailor Scouts have been revealed to each other. Seiya and Serena know each other's alter ego, and Seiya is looking for forgiveness from Serena, who wonders what to do about her friend.
