A. AR 930-4.

 

2. Why does the AER exist?

A. AER exists solely for "Helping the Army take care of its own".

 

3. Who serves as Chairman of the AER?

A. Chief of Staff, US Army.

 

4. What is AER's primary program?

A. AER's primary program provides emergency financial assistance to Army personnel and their families. AER also provides emergency financial assistance to needy spouses and orphans of deceased Army members.

 

5. What is AER's secondary program?

A.  AER's secondary program provides monetary educational assistance for undergraduate study by spouses and dependent children of Army personnel (active, retired, or deceased).

 

6. Who must recommend, in every case, whether AER assistance should be given?

A. Unit commanders.

 

7. Who is eligible for AER financial assistance?

A. Army members on extended active duty (AD) and their dependents, members of the Reserve Components of the Army, Army National Guard (ARNG) and US Army Reserve (USAR)on continuous AD for more than 30 days and their dependents; Army members retired after completion of 20 or more years of AD, retired by reason of physical disability, or retired on attaining age 60 under section 1331, title 10, United States Code and their dependents; spouses and orphans of eligible members of the Army who die while on AD or after they were retired.

 

8. Is it possible to receive assistance because of a loss of funds attributed to robbery?

A. Yes, and the loss should have been reported to military and /or civilian police authorities.

 

9. What is AER's policy regarding the Army member's use of AER?

A. AER's policy is to inform and encourage all Army members to use AER when they have a valid emergency need.

 

10. Can AER assistance be provided for rent?

A. Yes, assistance may be provided for: Payment of initial rent and deposit; payment of rent to avoid eviction, house and trailer payments to prevent foreclosures, and emergency shelter.

 

11. What are major categories of authorized emergency financial assistance?

A. Non-receipt of pay, loss of funds, medical, dental and hospital expenses, funeral expenses, required travel expenses, rent, food, utilities, essential privately owned vehicle, clothing, fire or other disaster, and privation.

 

12. What are the categories of unauthorized emergency financial assistance?

A. Divorce, marriages, ordinary leave or vacation, liquidation or consolidation of outstanding debts, business ventures or other similar investment, maintenance of standard of living correlated to pay and allowances through one-time assistance or regular supplement to pay and allowances, civilian court fees, fines, judgments, liens, bail, legal fees, and income taxes, except to prevent immediate privation of dependents; goods or items for convenience, comfort or luxury, continuing assistance, abortion, funds to replace those overdrawn from band account.

 

13. Can AER provide assistance to Navy, Marine Corps, Air Force, and Coast Guard personnel?

A. Yes.

 

14. What are the purposes of the AER annual campaign?

A. 1) Raise, with the least burden to Army people, funds to help cover financial assistance provided by AER.

2) Increase awareness by all Army people (active and retired) and their dependents.

3) Publicize procedures to obtain AER assistance.

4) Make all Army people aware that their contributions "Help the Army help its own".

 

15. Can publicity on unit percentage of participation, such as charts, bulletin boards, special reports, daily bulletins, thermometers, and other publicity be used to show unit standings and achievements?

A. No.

 

16. Is the use of a "Thermometer" appropriate at installation level?

A. Yes, but it will show only the progress of the entire installation toward the installation goal. Unit contributions will not be indicated in any way.

 

17. What does AR 930-4 state regarding contributions by allotment to AER?

A. 1) Minimum allotment is $1.00 per month.

2) Allotment normally will be effective in July.

3) Individual cannot have more than one AER contribution allotment in effect at one time.

 

18. Where can Army members find out about AER Educational Assistance Programs in AR 930-4?

A. Chapter 6, AR 930-4 establishes eligibility, policies, and applications for financial assistance under AER's Educational Assistance Program.

 

19. As an NCO, is it your responsibility to make your subordinates aware of their entitlements under AR 930-4?
