Ministry's language for "Thriving Communities"
The following text was taken from the Ministry of Community and Social Services web site in late 2006

"We believe that Ontario benefits when there are opportunities for everyone to contribute to its economic and civic life. We believe that everyone can and should have opportunities to maximize his or her potential to engage in community life. We believe that, with the right supports at the right time, all Ontarians can achieve their potential.

"In this way, we are all enriched.

"Developing and sustaining the potential of all Ontarians to derive a higher quality of life and make greater contributions to community life through work and other meaningful activities is the task of the Ministry of Community and Social Services. Our mission is to build resilience among Ontarians who have limited or threatened social and economic opportunities. We must do
this in a manner that ensures inclusiveness and full accessibility for all Ontarians.

"Thriving Communities outlines the ministry's framework for a contemporary approach to supporting Ontarians who are struggling
to succeed.  Developed with input and ideas from staff from across the ministry and drawing upon best practice models used by leading organizations, Thriving Communities represents a significant long-term commitment to reach out more broadly into the community for partnership opportunities.

"This internal document is being shared with the public to outline our directions, vision and mission, the principles that we will uphold, and the priorities and strategies that will, within the broader mandate of government, guide the work of this ministry over the next ten years. It is not a statement of government policy. It is an expression of the commitment that ministry staff have for their work and their communities, a commitment that extends far beyond the boundaries of their professional lives to link all the elements that make for strong, inclusive and sustainable communities:  work, family, friends and neighbours."
