The Requirements for permission on Temporary Medical Practice of Foreign Physicians
Referring to the provision in the Section 26 (6) of the Medical
practice Act 2525 B.E.. the Committee of Medical Council has an authority to
grant the permission to foreign Physicians holding Medical license from abroad
to practice in Thailand as a consultant or expert attached to any Governmental
organization. The Committee of the Medical Council has issued. the requirements
for the permission as followings.
1, The application for permission
1.1 The application for permission must be made only through
official organization or governmental enterprise,
1.2 The application must be in the form of letter sending to the
Secretary General of the Medical Council, signed by the highest authority of
that organization.
1.3 The application letter states the name of the consultant or
expert who requires permission, period of medical practice, the place and area
of his/her practice, the name of official organization responsible for his/her
practice during the period of permission and. other conditions for permission if
requires.
1.4 Documents indicating the qualification of the consultant or
expert with his/her photograph must be submitted together with the application
letter.
2. The documents and photograph needed
2.1 A photocopy of the certificate/diploma of university degree
in medicine.
2.2 A photocopy of the valid medical license from the country of
origin.
2.3 A photographs of full front face perspective, two inch
size, taken within one year.
3. The policy for granting permission
3.1 The granting period for each permission lasts for not
longer than one year and not beyond the validate of the foreign license.
3.2 The date of each permission is not before the arrival of the
application letter to the Office of the Medical Council.
3.3 The permission will be issued in form of a certificate
indicating the name of the consultant or expert, period of permission including
other conditional limitation of his/her practice in the Kingdom of Thailand.
REGULATIONS CONCERNING THE PRACTICE OF MEDICINE FOR ALIENS IN THAILAND
REOUIREMENTS FOR LICENSURE
In accordance with section 30 of the Medical Act B.E. 2525 (1982), the license
to practice Medicine in Thailand shall be granted to aliens, if they:
1) are member of the Medical Council. To be eligible for admission as a
member of the Council, the person must possess the following qualifications:-
a) not less than twenty (20) years of age.
b) possesses a medical degree or certificate which is approved by the
Medical Council.
c) possesses no record of misconduct which is considered by the Medical
Council as a dishonor to the profession.
d) has never been sentenced to imprisonment by committing a crime
which is considered by the Medical Council as a dishonor to the profession.
e) is not suffering from a mental disorder or other disease(s) considered
by the Medical Council as unfit for the practice of Medicine.
2) furnishes, in a manner satisfactory to the Medical Council, a diploma or
certificate from a reputable institution recognized by the Medical Council and a license
to practice Medicine in the country he or she has completed the course of medical
education.
3) has successfully passed the Examination conducted by the Medical
Licensing Board.
THE LICENSING EXAMINATION
The examination has three parts :-
Part 1 - Multiple Choice Question in Basic Medical Science.
Part 2 - Multiple Choice Question in Clinical Science.
Part 3 - Modify Essay Question (MEQ) and Objective Structure
Clinical Examination (OSCE)
An applicant has to pass both part 1 and part 2 before he or she is eligible
to take part 3
REOUIREMENTS FOR EACH PART
Part 1
1. passed Pre-clinical courses from institution recognized by the Medical
Council.
Part 2 and Part 3
i. complete the course of medical education.
2. possesses a medical degree, diploma or certificate from the institution
recognized by the Medical Council and a license to practice Medicine in the country
he or she has completed the course of medical education.
Date of Examination
1. Part 1 shall be held twice a year in March and October.
2. Part 2 and Part 3 shall be held twice a year in March and November.
FILLING THE APPLICATION
1! FOR MEMBERSHIP OF THE MEDICAL COUNCIL
The applicant shall fill an application for the membership on a
provided form. The application from duly filled must be accompanied by:-
a) the original diploma or certificate, together with a photocopy of
his qualification. If the document is not English, a certified translation is required.
b) two recent photos (4X5 cm.) of the applicant.
c) one photocopy of the household registration from the
Ministry of Interior, Thailand.
d) the original health certificate.
2) FOR LICENSING EXAMINATION
The applicant shall fill an application form provided by the
Medical council. The application form duly filled must be reached the medical Council not later than January or August and accompanied by :-
a) the transcript of pre-clinical courses (for Part 1).
b) the original diploma or certificate, together with a photocopy of his qualification (for Part 2 and Part 3).
c) the original household registration from the Ministry of Interior, Thailand, together with a photocopy.
d) four recent photos (4X5 cm.) of the applicant.
e) one photocopy of unexpired ID. card or passport,
f) the original license to practice medicine from the country where he or she completed his or her medical education, together with a photocopy.
g) the original health certificate from the government hospital and one photocopy.
If the documents are not in English, a certified translation is required.
ADMISSION TO EXAMINATION
1) The Medical Licensing Board of the Medical Council reserves the right to make additional investigations of the educational qualification, character and standing of the applicant.
2) The Secretary-General of the Medical Council will inform the applicant if he or she is eligible for the Examination.
Informations regarding the date, place, and subjects of the
Examination shall Se sent to eligible applicants.
3) The Examination is conducted in Thai.
The EXAMINATION FEE
The examination fee is Baht 5,000 for each part,
REMARKS
1. Application will be rejected if the original documents have not been shown.
2. The applicant has to certify each photocopy by signing his or her name on it.
3. The applicant pays the examination fee for the part that he is eligible to take.
4. The Medical Council reserves the right to change the examination fee without notice.
5. The examination fee shall not be refund in any case.
