The American government did not really begin developing the flying car until the 1960s. Fearing that the Soviet Union might be getting a "leg up" in the race to perfect the weapons, the United States restricted it's development programs to Naval testing only. It was believed that this would help avoid any crashes in populated areas of the country (which would therefore blow the program's cover of secrecy) and that using aircraft carriers would provide mobile bases of operation that could be moved at a moments notice. In this photograph, a 1960 Lockheed/Chrysler XNR2 does a "flyby" in preparation for landing on the deck of a carrier.
