I didn't see exactly what they did, but I used to make my Christmas cards with a similar method every year.  It was a favorite of my high-school art teacher.

The liquid is acryilic gloss medium, also called polymer fluid.  It would be in the section of the art store where acrylic paints are sold.  It comes in 8- to 16-oz fluid plastic jars.  You could also use watered-down Elmer's glue.  You will need plenty of colored tissue paper.

Brush the liquid onto thickish, smooth paper.  Don't go any thinner than cardstock.  And don't brush it on too thick.  You don't want the tissue to dissolve.  Place the tissue paper on the liquid in any configuration you want.  You can cut or tear the paper--whichever appeals to you most.  Doug and the gang made a free-form design, but I always devised a scene of some kind.  My recurring theme was Christmas trees, so green triangles were always included.  When you have achieved your design, brush the liquid over it, and you will have a smooth finish.  You can stay in the lines or go out, in which case the color will smear onto your paper, making a paint-like effect.  You can layer the tissue to make cool combinations or do one color at a time.  Experiment with it.  It's really a fun and inexpensive technique.
