The Far East Strategic Reserve, or Commonwealth Strategic Reserve, as it was then called was formed in July 1955, to help strengthen Malaya's defences during the Malayan Emergency, which had begun in 1948.  

The Service commenced with the Naval Reserve Cadets Catafalque Party marching on and taking up their posts.

"This Memorial Service is both a solemn occasion and an opportunity for use to celebrate with joy and much pride the lives and service of fellow shipmates who served in the Far East Strategic Command.  We shall pay them tribute in this Service and honour them through the dedication of a memorial to their memory."  

Unveiling of the Memorial was carried out by Rear Admiral Philip Kennedy AO RAN Rtd and Mr Noel Payne, past National President, FESR Association.

Wreaths were laid by various associations including all chapters of the FESR, the Naval Association of Australia, City of Holdfast Bay, Mrs Pat Williams sister of the late A/B Robert Spooner, Ex HMAS Tobruk and her husband and others who wished to lay wreaths.
