Elijah Davis married Elizabeth Shoopman in 1837. His father, James B Davis, requested permission for the license. A copy of that handwritten request is shown below.

Elijah Davis must have been younger than the legal age to marry and the law required a permission from a parent. I am not sure if this is James B Davis handwriting but the wording in the note would certainly suggest that it is his handwriting. The certification by Johnson below the request makes you wonder if Johnson wrote all of the note due to the word "acknowledged" in it. The handwriting in this note is not the same person that penned the court document note of permission witnessed by James Davis for his sister Sally to marry Hickman Kersey in 1822 in Jessamine County, Kentucky
At least one of the notes was written by a friend or interested party, or court clerk.
