INTERNATIONAL STUDENTS ASSOCIATION CONSTITUTION
TRI-STATE UNIVERSTY
ANGOLA, INDIANA
2003

ARTCLE I
NAME

This organization will be known as the International Students Association and this constitution with the accompanying by-laws shall govern the ISA.

ARTICLE II
PURPOSE

The purpose of the International Students Association of Tri-State University shall be:

    (1) to represent the foreign body
    (2) to build school spirit
    (3) to foster friendly and equitable relations between students of various nations on and off campus.
    (4) to foster friendly and equitable relations between foreign students and the local community and
    (5) to provide a means to finance the operations of ISA.

ARTICLE III
QUALIFICATIONS OF MEMBERS

Any student or spouse of the student enrolled in tri-State University may become a member of the ISA. Any employee or their spouses may become an associated member of ISA without voting power.

ARTICLE IV
ORGANIZATION

ISA will have one distinct decision making body:

    (1) the Cabinet.

ARTICLE V
OFFICERS AND RANKS OF CABINET

The officers of ISA, according to the rank will be:

    (1) President
    (2) Vice-President
    (3) Secretary
    (4) Treasurer
    (5) Activities Coordinator
    (6) Student Senate Representative
    (7) Public Relations Officer
    (8) Sergeant-at-Arms.

ARTICLE VI
SELECTION AND QUALIFICATIONS OF WORKING COMMITTEE

Candidates for office will be elected from within the TSU International student population or from the general body of members of ISA. Election of new officers and the filling of vacancies will be by the members of ISA. A vacancy will be filled, if possible, by the holder of the office immediately below the vacancy. The qualifications of the officers will be:

(1) must be a member of ISA
(2) must be an active member
(3) must attend meetings regularly and
(4) must not be on probation

ARTVLE VII
DUTIES OF OFFICERS

A. The duty of the cabinet is to work out the proposals
adopted by the working committee.

1. It shall be the duty of the President:
a. To open and preside over all ISA Cabinet meetings.
b. To expound and enforce a due observance of the
constitution and its by-laws.
c. To call all special meetings.
d. To serve on the cabinet during his/her term of office.
e. To authenticate, by his/her signature when necessary, all the acts, orders, and proceedings of the ISA,
declaring it's will and in all things obeying it's command.
f. To fill all temporary vacancies not already defined.
g. To perform such duties and/or acts required in an emergency situation
where the approval or disapproval of the ISA is impossible to attain.

2. It shall be the duty of the Vice-President:
a. To perform all the duties of the President in the absence of,
or at the request of, the President.
b. To preside at the session of the ISA
while the President is being elected.

3. It shall be the duty of the Secretary:
a. To keep a written record of the minutes of all business meetings.
b. To keep a register of all members and their addresses.
c. To notify all officers, committees, and senators of their appointments,
and to furnish members with all papers and credentials of their office.

4. It shall be the duty of the Treasurer:
a. To collect or pay all bills due or payable to the ISA.
b. To make a treasurer's report at each business meeting.
c. To perform all financial transactions of the ISA
through a checking account.
d. To receive and transfer the Treasurer's Ledger over to the
summer committee during the summer semester.

5. It shall be the duty of the Activities Coordinator:
a. To co-ordinate all special activities of ISA.

6. It shall be the duty of the Student Senate Representative:
a. To attend all Senate Meetings.
b. To inform the ISA of all Senate Decisions.
c. To carry proposals to the Senate from the ISA membership.

7. It shall be the duty of the Public Relations Officer:
a. To regularly publicize special occasions
in the University and surrounding community.
b. To regularly publicize ISA activities n the "Triangle."
c. To keep an album of all paper cuttings and pictures related to ISA.

8. It shall be the duty of the Sergeant-at-Arms:
a. To assist the Vice-President in the area of public relations.
b. To keep order during the meetings.
c. To reserve the meeting rooms.

ARTICLE VIII
MEETINGS

A. Cabinet Meetings
1. The Cabinet will meet once a week and not less than
eleven (11) times in a semester.
2. The President of ISA will preside.
3. The President will have the power to call special meetings
notifying all members of the cabinet about time, place, and date.
4. The quorum will be by simple majority.

B. General Meeting
1. A general meeting must be called at least once every semester.
All ISA members must get the notice at least
one (1) week n advance for such a meeting.

ARTICLE IX
AMENDMENTS TO THE CONSTITUTION

The constitution may be amended through the following methods:
(1) the amendment must be proposed and seconded by members of the Cabinet.
(2) the proposed amendment will be tabled for a week and
the motion must be written in exact form and
circulated to all members of the ISA Cabinet
(3) the voting will be done on the issue the following week
by the members oof the Cabinet.
It will need two-thirds (2/3) majority of the members present
in that meeting to pass any amendment.

ARTICLE XIII
REPLACEMENT OF CABINET - CABINET MEMBERS-

The Cabinet may bring a no-confidence motion against any member of the cabinet. Such motion will need to be proposed and seconded by members of the Cabinet. It will need two-thirds (2/3) majority of members present to pass such motions. It will be the responsibility of the cabinet members or member to resign immediately if the motion is passed.
