Theophilus Toulmin Garrard was born on June 7, 1812, at the Union Salt Works (then the Goose Creek Salt Works), in the same house in which he died nearly ninety years later on March 15, 1902. He represented Clay County in the state legislature and was a captain of volunteers in the 16th Kentucky Infantry during the Mexican War. In 1861, he was appointed colonel of the 7th Kentucky Infantry (US) and participated in the battles of Wild Cat Mountain, Richmond (Ky.), and Perryville. He was attached to the staff of General Samuel P. Carter and commanded a brigade in McClernand's XIII Corps at Grand Gulf, Port Gibson, and Baker's Creek. He rose to the rank of brigadier general after Vicksburg, to date from November 29, 1862. The rest of the war was spent quietly for Garrard much the same as the rest of his last forty years.
