ARTICLE I
OFFICERS

Section I.  Duties of Officers 

All Officers: Any officer missing three consecutive monthly general membership meetings, unless TDY, will be considered inactive and subject to immediate replacement.  All officers are responsible for asset and accountability, liability satisfaction, and sound financial and operational management.  

 President: Supervises and manages the F56 and:

(a)    Presides at all meetings of the F56 and signs meeting minutes and F56 checks

(b)  Appoints chairperson for required committees and approves/disapproves selections made by the committee

(c)    Votes as specified in Article IV of these by‑laws

(d)  Conducts routine business for F56 including entry into verbal contracts/obligations when authorized by voting majority of members.

Vice President: Serves as assistant to the President and performs duties of the President in his/her absence. Will assist the president in the execution of his/her office, be parliamentarian for the F56, and the ex officio member of all committees or boards. As the parliamentarian, the vice president is expected to be familiar with and ensure the guidelines set forth in the current edition of Robert's Rules of Order and the applicable

rules set forth in the F56 charter, unless otherwise directed by the president are adhered to. Signs checks for the F56.

Secretary: Serves as custodian of all association records and will:

(a)    Prepare correspondence for the F56

(b)   Record and distribute F56 meeting minutes, including attendance

(c)    Sign checks in Treasurer's absence

(d)   Maintain and distribute current F56 roster

(e)    Provide copies of meeting minutes to 325 FW/CC, 325 FW/CCC and each F56 member

(f)     Retain meeting minutes for three (3) years for historical purposes

(g)    In the absence of the president and vice president will act as president pro tem.

Treasurer: Maintains all financial records for the F56 and will:

(a)    Receive and be responsible for the F56 funds to include establishing and maintaining bank accounts

(b)  Sign checks and make disbursements as authorized by the F56

(c)    Present a monthly financial report to the F56 explaining credits, debits and transfers of funds. This report will be included in the minutes

(d)  Prepare and submit a written financial report and provide copies to each member of the F56 during February of each year

(e)    Upon request of the President or 325 FW/CC, submit the F56 financial records for inspection, review, or audit

(f)     Present in November an annual budget proposal for the upcoming year based on historical records and committee inputs.  The budget will be voted on by the general membership in December.

 Article II
Election and Voting 

Section 1.  Elections:  Nominees must be active duty;  assigned to Tyndall AFB, and capable of performing the duties of the office for which they are nominated. Nominations must be seconded and nominees may decline nominations. Voting will be by secret ballot and a majority of the votes cast is sufficient to elect. If only one nomination for an office is received, a show of hands is sufficient to elect. Annual elections will be held in April.

Section 2. Special Elections: The president, or next in command, will designate a time and place to hold special elections and ten (10) days written notice will be published. The membership will elect officers for each vacancy in accordance with the procedures in Article III, Section II of the By-Laws. 

 Section 3.Vacany in Office: 

(a)   General: The president will immediately appoint a successor to any vacant office that has less than 3 months remaining before the regular scheduled annual elections, except the offices of president or vice president. Any vacancy in office with more than three (3) months remaining on the unexplored term, requires a special election to fill the vacancy.

(b)   Office of the President: If the president's office becomes vacant the vice president will temporarily assume the duties and responsibilities. The vice president will retain the title of vice president when signing documents or correspondence. If both the president and vice president's office becomes vacant, the senior ranking active member of the F56 will assume the duties and responsibilities of the president, until a special election is held to fill all vacant offices. The member assuming the temporary duties of the president will sign all documents or correspondence using the title "Interim President."

 Article III
Dues and Fees
 

Membership dues are $10 annually (upon joining and annually thereafter from month of membership). Membership benefits include a 10% discount on all functions and receiving an initial club coin.  A member's failure to pay dues will result in that member being ineligible to:  a) vote on any F56 business   b) hold a F56 office   c) receive member benefits. This remains in effect until the member pays dues.

Article IV
Standing Committees 

Committees: The president will appoint standing committees for the period concurrent with his/her term of office or the specific purpose of the committee. The president may appoint special committees, necessary to carry out the group's business. Chairpersons of committees may be appointed by the president or selected by the committee membership with the concurrence of the president. Standing committees’ duties and responsibilities are:

(a)    Recognition Committee: The Recognition Committee is responsible for recognizing individuals inside and outside of the organization for their positive reflection upon the Air Force and/or the organization through their outstanding contributions and hard work.

(b)   Financial Committee: The Financial Committee is responsible for planning and supervising group fund raising activities, including coordinating approval with appropriate agencies; assisting the treasurer in maintaining accountability of fund raising receipts and in making after action financial reports to the group.

(c) Publicity Committee: The Publicity Committee is responsible for planning, supervising and promoting group social activities; disseminating all publicity concerning the group and keeping members informed of all F56 activities. 

(d) Mentoring Committee:  The Mentoring Committee is responsible for promoting, enhancing and encouraging growth of the member within the committee airman associated to Tyndall AFB.

Article V
Finances and Taxes 

If appropriate, the treasure will seek tax exempt status from the Internal Revenue Service.  All expenditures require two signatures from the Focus 56 officer's.    

Article VI
Insurance Coverage

Normal activities will not involved a large insurable risk.  If approved, an insurance waiver from the installation commander will be maintained on file with these bylaws and will be revalidated annually.  If special events are scheduled which increase risk, the treasurer will obtain insurance protection, commensurate to the risk involved.

 Article VII 
Awards/Gifts 

All gifts and awards given by the Focus 56 will be charitable in nature and approved by the voting membership
