  2. Schedule
    1. The regular season consists of 147 games.
    2. 3 games versus each team in the same division each month.
    3. The schedule is divided into seven (7) months.
    4. Team play 21 games per month (7 series of 3 games)
    5. Updates are done after each month.
    6. The Season starts April 1 and ends around January.
    7. The weather system and warm up pitcher rule will be used.
    8. The Playoffs start 4 days after end of season and go on till the end of February

1.02 LEAGUE MEETING
  1. Date
    1. There will be a mandatory League meeting at beginning of each year (mid March).
    2. The place and exact date will be confirmed in February of that year.
  2. Agenda
    1. Distribution of cash winnings of the previous season.
    2. Payment of $30 team dues for upcoming season and $X new season disk/upgrade.
    3. Discussion of amendments and solve disputed issues.
  3. Rookie draft
    1. Each manager will announce their draft picks at the annual meeting.
    2. See Section 2.04

 

1.03 TEAM DUES
  1. All managers are required to pay their $30 team dues to Ginafranco Gaudio at the Pre-season meeting.
  2. If the dues are not paid, the team will not be allowed to start season.

    1.05 PLAYOFF
    1. Qualifiers
      1. The 1st 4 place teams gets make the playoffs.
      2. Championship: the winners of round 1 play for the MCBL championship.
    2. Format
      1. The season statistics are NOT reset for playoff.
      2. All series are best of seven (7) games.
      3. The HOME / AWAY format: 2r3r2
      4. Five (5) rest days given to all participants prior to the Playoff series
      5. One (1) additional rest day given after game # 2 and 5.
      6. Players who did not play (active roster) during first five (5) months of season are NOT eligible for playoff.
      7. All games should be played on same Player disk. Therefore the higher rank team will host all games in series
    3. Limit for Starters
      1. Pitchers with 200+ real-life innings can rest 3 days between starts.
      2. Pitchers with less than 200 real-life innings must rest minimum 4 days between starts.
      3. If a starter has 175+ real-life innings, he has unlimited playoff usage.
      4. If he has less than 175 innings, he is limited to 20% of real-life innings. (ex. 150 innings, limited to 20% = 30 innings)
    4. Limit for Relievers
      1. If a reliever has 50+ real-life innings, he has unlimited playoff usage.
      2. If he has less than 50 innings, he is limited to 20%. (ex. 40 innings, limited to 20% = 8 innings)
    5. Limit for Starter/Relievers
      1. If a pitcher has a status of reliever and starter, then he can go by the following 5 scenarions:
      2. A) If has > 175 innings then unlimited as starter or reliver
      3. B) If > 50 innings then he is unlimted only as a reliever only(no startS)
      4. C) If < 175 and used only as starter then take 20% for playoff usage
      5. D) If < 50 innings and used as relief only then take 20% of innings in regular season
      6. E) If used as both starter and relief and < 175 innings then take 20% of innings pitched for starts and the rest can be used for relief
      7. F) If used for both starter and reliever, then the 5 day rest rule must be repected
    6. Limit for Batters
      1. If a batter has 500+ real-life PA, he has unlimited playoff usage.
      2. If a batter has less than 500 PA, then he is limited to 20% of real-life PA. (ex. 400 PA; limited to 20% = 80)

    1.06 TIE-BREAKER
    1. For determining PLAYOFF participants within each division and season standing for the rookie draft
      1. Two (2) teams are tied for 1st place in the division ONLY:
        1. One (1) tiebreaker game is played
        2. The team with the best head-to-head record is the HOME team.
        3. The winner is awarded 1st place winnings
        4. The pitching rotation continues from season (no rest day) and statistics count for season.
      2. Two (2) teams are tied for a position, other than 1st place:
        1. No tiebreaker game.
        2. The team with the best head-to-head record is awarded the higher rank.
      3. Three (3) or more teams are tied for 1st place in the division ONLY:
        1. Compile head-to-head records among the tied teams and rank them.
        2. The two teams with best record play a tiebreaker game (same as 1 above)
        3. The winner of the tiebreaker is awarded 1st place winnings
        4. The loser of the tiebreaker is awarded 2nd place.
        5. Other are rank according to head-to-head record
      4. Three (3) or more teams are tied for 2nd or 3rd position:
        1. Compile head-to-head records among the tied teams and rank them.
        2. If three (3) or more teams still tied, then rank according to best record inside division.
        3. If two (2) teams are still tied, then the team with the best head-to-head record gets the higher rank.
    2. For determining Season winnings and Playoff Rankings
      1. If there is a tie between 2 teams, then the following cases will be used to determine who ranks higher:
        A) Record between teams
        B) Most Runs For Against Each other
        c) Run Differential
        D) Overall Runs
        E) Coin Toss

       

      II. ROSTER MANAGEMENT

      2.01 ADMINISTRATION
      1. Mike administers all official rosters (i.e. 40-man roster, rookie list and the free agent list.
      2. Mario updates the rosters on our Web site: http://www.oocities.org/u_m_b_l/.
      3. Each manager must notify the commissioner of any roster changes.
      2.02 40-MAN ROSTER
      1. March 30, all managers must finalize their 40-man roster for the Season.
      2. Rosters must have no less or no more than 40 players throughout the season.
      3. Any changes (trade, promote rookie from protected list or sign FA) to 40-man roster during the season will only come in effect at beginning of the following month.
      2.03 ACTIVE ROSTER
      1. A manager can only dress a maximum of 25 players for any given game.
      2. The initial 25-man roster must be given to commissioner by March 30.
      3. Before each month, all GM's must announce their 25 men roster for the month and
        no changes to the roster can be made until the month end.
      2.04 ROOKIE Draft
      1. Eligible rookie player is one that is on the diamond mind website under new players and not protected by another team.
      2. The source used for real-life statistics is the DMB player files, which usually come out around December.
      3. It is the manager’s responsibility to have accurate information about the potential draftee (i.e. eligibility, full name, position, affiliated team, bats / throws, and DOB)
      4. The order of the draft is in reverse order of the previous season’s Final Standings.
      5. There will be five (5) rounds in which same order as above applies for every round.
      6. The draft picks of the current and the following season only are tradable.
      7. The rookie draft will be held during at the annualrdmeeting in March
      8. A reasonable amount of time will be given for a selection, but managers should be prepared before the draft.

      9. In the year that a team is vacant, a special draft rule applies in order to keep this team competitive. The top five (5) prospects from the vacant(base) team will be assigned to the rookie list. The source to be used is Baseball America. The original base team is used. Needless to say we would not be allowed to draft from that team during the rookie draft in question.

       

      2.07 TRADE
      1. Cannot trade draft picks two years in advance.
      2. Trade can take place at any time during M1-5 of the season and during the off-season only after free agency.
      3. All trade form must be submitted to the commissioner.
      4. A trade can only take effect at the beginning of the following month.
      5. Future-dated trades are not allowed (ie. trade is effective only for following Season)
      6. The managers involved in a trade are responsible to obtain the playing status of the player(s) being acquired, in order to find out the extent of their usability.
      7. Any "Future Consideration" trade must have the following terms in order to be valid:
        • Deadline of 60 calendar days of when the "future" player must be announced.
        • A list of possible "future" players must be written (emailed) with instructions.
      8. The trade deadline is end of Month 5.

        III. PLAYER RESTRICTIONS and PENALTIES

        3.01 PLAYING LIMITS (Season)
        1. The playing limits are set to avoid the over usage of a player with limited actual usage.
        2. Manager is responsible for making sure that roster players can fill in at all positions for 147 game schedule.
        3. Each manager should respect a pitching rotation for whole year.
        4. A pitcher with 200 and more real-life innings pitched is allowed to start every 4 games.
        5. A pitcher with less than 200 real-life innings pitched is not allowed to start every 4 games.
        6. A pitcher can have a maximum of 36 starts for the season, but remember he is limited by his real-life innings pitched.
        7. A batter with 600 or more Plate Appearances (PA) has no playing limit.
        8. A batter with less than 600 PA is limited to his actual PA.

        1) All rules will be enforced no matter what infractions were missed in the past.

        3.04 PLAYING "OUT OF POSITION"
        1. ANY POSITION PLAYER
          1. Playing "out of position" means putting a player in a position in which he is not rated at.
          2. DMB Computer will allow this, but the player is "rated" worse than Pr.
          3. Only a player "rated" at a position can start the game at that position.
          4. A player that is not rated at a position can play at that position only after the 8th inning.
          5. The only exception to the above clause (3.04.4) is that if the starting position player is ejected or injured before the 8th inning.
          6. An outfielder’s arm rating follows him to any outfield position.

           

        2. PITCHER
          1. A pitcher that is strictly rated as a starter is not allowed to be used in relief.
          2. A pitcher that is strictly rated as a reliever, is not allowed to start a game, with no exception. Therefore it’s very important for managers to organize their roster as to have enough starters to cover the full season and also abide to the restriction mentioned in Section 3.01.

          IV. MISCELLANEOUS

          1. At the beginning of each Series the Host Manager should give the whole league five (5) days off.
          2. At the end of every game, IT’S IMPORTANT to UPDATE the game, or else the game statistics will be lost.
          3. At the beginning of month 7, all rosters can be expanded to a maximum of 40 players.
          4. The "injury" setting is off.
          5. The bullpen rule is set at warm-up
          6. There is no rest day on SCHEDULE. Therefore the pitching rotation follows from game to game.
          7. For relievers, the fatigue rule (DMB Computer) will come in effect for the individual series ONLY. (ie, if a reliever is "overused" in one game, DMB may assigned "T" status for tired to pitcher and is usable at own risk)
          8. Warm up rule is in effect. The manager may bring in a reliever only by warming up the pitcher
          9. A team may change ballpark every five (3) years.
