Surfing the Income Net, published in 1997 by Sean Healy and Brigit Reynolds (CORI, Justice Office, Tabor House, Milltown Park, Dublin 6, Ireland) is a glossy, 34 pp booklet with cartoons, which provides a useful simple explanation of what a basic income is, why it is needed and how it will work. The underlying principle is that "nature and its resources are for the benefit of all". "Every populiser of basic income should get hold of it." An excellent starting point is Philippe van Parijs (ed) Arguing for Basic Income (Verso, 1992), which includes arguments for and against UBI by various leading philosophers and social scientists.
