conference ruling confirmed

An arbitrator on Oct. 30 issued a final ruling on the timing of faculty
conferences. It confirmed the earlier ruling in favor of the UFT while
clarifying the open issues.
The arbitrator, Martin Scheinman, concurred with the union’s position
that the Department of Education had violated the 2005 contract last
spring by scheduling faculty conferences that ran beyond 3:45 p.m.
The arbitrator ruled that faculty conferences in single-session schools
must be held between 8 a.m. and 3:45 p.m. either before or after the
student day.
Scheinman’s final 29-page decision also specifies that faculty
conferences must take place on Mondays.
The DOE has been abiding by the ruling since the start of the new
school year.
