can't even finish a Bart Allen is the grandson of Barry Allen, the Flash II. He was born in the 30th century already tied to the speed force. As a result, Bart had to grow up inside a virtual reality environment. He is living in the present in Manchester, Alabama. Impulse is being tutored by fellow speedster Max Mercury who is his legal guardian and poses as his uncle. Max's daughter Helen also lives with them.

Since Max's disappearance, Bart has been living in Colorado with Jay Garrick (the Flash I) and his wife Joan.

Until 1999, Impulse had his own title. He may now be seen in the Flash and Young Justice

Bart is part of a super team called Young Justice. Young Justice is supervised by the Red Tornado and consists of Superboy, Robin, Impulse, Wonder Girl, the Secret, Empress, Slo-bo, and the Ray.

Impulse thinks hundreds of times faster than ordinary people and is highly intelligent. However, due to his high-speed thought processes, he often has difficulty fitting in with normal society (distractibility, naitevity, impulsitivity, et cetera).
