Otami Hiraga is a character from RPG Kindred of the East.
He's an undead demon, who searches for ballance and knowledge of life of all cretures.
This attitude is called dharma of Thousand Whispers, or Way of the Wise Centipiede.
The sign of bamboo on his shoulder symbolises vitality, stamina and longevity.
The inscription in japanese says: "Thousand Whispers".
