CENTRAL SULAWESI
General Situation
During the week there were five false bomb threats at the airport and other public
areas in Palu. No major security incidents occurred in Poso District.
British parliamentarians and representatives from the British Embassy held a meeting
on Wednesday (31 July) with members of the Malino Task Force, local newspaper
Nuansa Pos reported.
Assessments
Two representatives from the USAID (OTI) visited Poso District between 29 and 31 of
July to follow up on its school rehabilitation projects, and analyse possibilities for
future activities.
Other
The Regional CAP Analysis Task Force arranged a workshop on a common
humanitarian action plan with 40 participants from the government, international and
national NGOs, and the UN. The workshop recommended areas in the sectors of
education, health, and recovery of livelihoods where the international community could
complement government activities.
MALUKU
General situation
Two bombs exploded in front of the Citra Department Store in the Christian area of
Mardika in Ambon Town on Saturday (27 July). 53 people, including four children,
were admitted to three hospitals in the city. One local staff member of MSF-B was
also injured. So far there has been no arrest made and the security apparatus
classified the incident as terrorism by provocateurs. On Monday (29 July), students
and members of community held a demonstration in front of the provincial governor's
office demanding that the government find and punish the perpetrators. Local media
reported that the Ambon mayor asked for the establishment of an anti-terror team
whose main task would be to observe the movement of people in crowded areas, to
avoid a repeat of the bombing incidence.
Assessments
MSF-B conducted a one-week (21-30 July) assessment in IDP villages in Mako and
Kampung Baru area of Central Buru on health access as well as general living
condition.
A CARDI team left Ambon on Wednesday (31 July) for a one-week mission to monitor
its ongoing economic empowerment programme in Liang, Ambon Island, as well as in
Seruawan, Waralohi, Hatusua, Waehatu, Waetasi, and Kairatu villages in Seram
Island.
Health
IMC mobile clinic programme in Seram and Buru Island made 988 consultations
during the week. An IMC team monitored its ongoing medical programme in Masohi
on Seram Island from 29 to 31 July.
MSF-B mobile clinic programme conducted 674 consultations in IDP camps
throughout Ambon Island this week. An MSF-B outreach medical team left Ambon for
West Seram on Friday (2 Aug.) to provide health service.
UNICEF in collaboration with the Health Office of Ambon Municipality conducted a
three-day training for trainers for 22 posyandu cadres from 25 to 27 July. The
participants are expected to train 377 IDPs to become posyandu cadres in 123 IDP
camps throughout Maluku.
Water and Sanitation
CARDI sent a team on Tuesday (30 July) to monitor its water and sanitation
programme in Pilar Village, Seram Island, where it constructed several latrines as well
as provided fresh water to the IDPs.
Economic Recovery and Infrastructure
AcF distributed 300 Income Generating Project (IGP) kits (cake maker and carpentry,
electronic repairing, farming, and fishing tools) in 8 Villages in Kairatu and Piru
sub-districts, West Seram, from 30 July to 1 August.
NORTH MALUKU
General Situation
A Christian died in a shooting incident in Mamuya Village, Galela, on Saturday (27
July) and another wounded in an incident in Wari Village, Tobelo, on Thursday (1
Aug.). Governor Sinyo Harry Sarundajang, who visited Galela and Tobelo early this
week, blamed outside provocateurs but praised the communities for not allowing the
situation to escalate. He denied rumours that Laskar Jihad members were in Morotai
Island.
Food Security and Agriculture
WVI continued a survey for its seeds and tools distribution assistance in cooperation
with Sanro Foundation and CRP (Community Recovery Programme) in Kao, Malifut,
Tobelo, and Galela.
AcF distributed food, hygiene kits, seeds and tools, and fishing equipment in 22
villages in South Jailolo for 697 families, in Jailolo for 487 families, in Sahu for 145
families, and in Ibu for 393 families. Total number of items distributed were 885 food
packets, 1,314 laundry soaps, 2,627 body soaps, 343 mosquito coils, 1,237 sets of
fishing equipment, and 1,522 seeds and tools packages.
Health
IMC continued its routine health services and mobile clinics in Kao-Malifut, Tobelo,
Galela, Daruba, Bere-Bere, and Posi-Posi Rao Island. It followed up on its community
based rehabilitation programme for supporting Pustu and village maternity clinics
(Polindes) in Galela Sub-district.
WHO continued its health education programme in IDP camps in Ternate City in
cooperation with a local NGO. It had a meeting with 5 health government officials
currently displaced in Manado who planned to return to North Maluku. Two
consultants for immunisation from Jakarta carried out an assessment for the National
Immunisation Day.
WHO reported an outbreak of diarrhoea affecting 37 people with 3 children dying in
Tepeley Village, South Maba. The local health office also reported that 18% of
children in 4 returnee villages in Weda suffered from plasmodium vivax (viral malaria)
and were being treated.
Water and Sanitation
CARDI conducted an assessment in Jailolo, Sahu, and Oba sub-districts for its water
and sanitation project and reviewed proposals submitted to them.
Education
World Vision facilitated the Community Education Boards to make a proposal for its
education programme in Tobelo, Galela, and Kao sub-districts. WVI also carried out
Participatory Learning of Action for children in Ori and Bale villages of Galela
Sub-district.
Economic Recovery and Infrastructure
World Vision continued its Community Rehabilitation Programme with the distribution
of materials for MCK in Wangeotak and Soma villages of Malifut Sub-district, water
tanks in Soatobaru and Samuda villages of Galela Sub-district, and T-21 houses (on
21 square meter plot) in Wangeotak Village, Malifut and Sosol Village, Kao.
PAPUA
A new "peace" operation ordered by police chief Inspector-General Made Mangku
Pastika on 17 July sparked fear that the government would declare the Papua Council
Presidium illegal and arrest its leaders, according to the South China Morning Post on
Tuesday (30 July). The 60-day operation, dubbed "Adil Matoa", beginning from an
unspecified date yet to be announced, purportedly aimed at creating a "peace zone"
and keeping Papua within Indonesia. "The aim of this special operation is to form and
maintain Papua as a zone of peace and an integral part of the Unitary State of the
Republic of Indonesia," a police statement read.
