MALUKU
General Situation
Siwalima local daily reported that the last week election of the new Head of Southeast
Maluku District was tainted with violence, as the supporters of a candidate on the
passenger ship "Bintang Laut" were attacked when docking at a Tual harbour,
resulting in two deaths, eight injuries, and one person still reported missing.
On Monday (3 June), hundreds of students from the STAIN state-run Islamic
Theological School in Ambon demonstrated against the campus administrators,
alleging the officials of embezzlement of funds. Ambon Ekspres reported an explosion
on the campus grounds and a minor sabotage of a campus transport vehicle.
Siwalima reported that Vice President Hamzah Haz was scheduled to visit Ambon
next Monday (10 June). Maluku's Governor, Saleh Latuconsina, said last Saturday (1
June) that the aim of his visit was to discuss efforts in security recovery and conflict
resolution in Maluku.
Ambon Ekspres quoted the National Police Chief Da'i Bachtiar as saying that he
would soon replace Maluku's current Police Chief, Sunarko Danu Ardianto, as part of
the re-structuring process of the Civil Emergency Board in Maluku, with a new person.
Bachtiar said the candidate would be a one-star general who would also act as deputy
to the Commander of Security Recovery Operations in Maluku, which is held by
Maluku's new Military Commander, Maj. Gen. Djoko Santoso.
Assessments
AcF sent a team to Salahutu Sub-district, Ambon Island, to conduct Income
Generation Project assessments from 28 to 31 May.
Food Security and Agriculture
AcF sent a team to South Buru from 27 May to 2 June to monitor its seeds and tools
distribution programme and to continue its mapping projects. AcF also visited Soya
Village, Ambon Island, on Thursday (6 June) for its mapping projects and to reassess
the needs of IDPs in the area. A team left on Thursday (6 June) for a 12-day trip to
North Seram for its mapping project and to monitor the distribution of seeds and tools.
Health
MSF-B conducted 652 consultations for IDPs in camps throughout Ambon Island and
vaccinated 85 displaced children under 5 in THR IDP Camp on Wednesday (5 June).
MSF-B will also be testing the water supplies at several camps this week because of
an increase in diarrhoea cases.
UNICEF sent a team to Saumlaki Town, Southeast Maluku District, on Thursday (6
June) to conduct an eight-day training for local government officials and NGO workers
for its Safe Motherhood and Iodine Deficiency Disorder Programme.
IMC went to Masohi Town, Seram Island, on Thursday (6 June) to install the electrical
system of the Masohi Hospital. It also transported an ambulance from Ambon Island
to support its mobile clinic programme in that area. IMC went to Nalbesi Village,
Leksula Town, in Buru Island on Tuesday (4 June) for its Mobile Clinic programme
where it treated 50 patients.
Water and Sanitation
Mercy Corps, together with a local partner, installed a water system in the Asilulu
Village, Ambon Island, on Thursday (6 June) that would benefit 965 people, both IDPs
and the local population. They also constructed 20 latrines and rehabilitated eight
wells in Tanbuk Village, Danvet Village, Yafawun Village, and Khamear Village in Kei
Kecil Island, Southeast Maluku.
MSF-B carried out garbage collection for THR IDP Camp and supplied water for Suli
TNI and Halong Navy Base IDP camps in Ambon Island throughout the week. It is
also constructing a washing well in Belakang Kota IDP Camp, also in Ambon Island.
An AcF assessment team to Seram Island last week reported of the need for water
and sanitation projects in Pelita Jaya, Loun, Kotania Atas, Kotania Bawah, Wael,
Loupessy, Masika Jaya, Waiselang, Pakarena, Ani, and Uhe villages. It also went to
Lesluru, Trana, Rumalait, Layeni, Issu, and Ameth villages in the TNS (Teun Nila
Serua) area and Amahai Sub-district, also in Seram Island, where it discovered similar
needs for water as well as bathing, washing, and toilet facilities.
Shelter and Non-food Items
Mercy Corps, together with a local partner, built temporary barracks on Tuesday (4
June) for 10 displaced families in the Tulehu area of Ambon Island. They came from
Iha Village, Saparua Island, and were recently evicted from the government building
they had been living in.
Education
Mercy Corps, together with a local partner, distributed school materials such as
books, chairs, and desks on Friday (7 June) for 223 students in the Asilulu Village,
Ambon Island.
NORTH MALUKU
Population movements
On Saturday (1 Jun.), 112 Christian IDPs (88 adults and 24 children) returned from
Bitung, North Sulawesi, to their original homes in eight villages in South Oba of
Central Halmahera District.
Assessments
WHO and the local health authority carried out assessments of health facilities in
Tobelo and Galela from 31 May to 2 June as part of the preparation for the National
Immunization Day in September and October 2002. Several health centres were found
to have not enough staff and basic equipment.
Food security and agriculture
North Maluku farmers have been harvesting a large crop of cloves in two consecutive
seasons. However, they complained that the local market price have dropped
significantly.
FAO mission from 5 to 7 June finalized the local procurement of farming tools and
logistic arrangements with AcF and WVI for the distribution of USD275,000 worth of
agricultural inputs. The distribution will benefit returnee and resident communities in
Jailolo, Sahu, Ibu, Tobelo, Galela, Kao, Malifut, Bacan, and East Gane sub-districts
and would start at the beginning of July.
Health
The Siko Puskesmas of Ternate Municipality reported that the month of May showed
the highest recorded cases of malaria and acute respiratory tract infection, with 32
patients had malaria and 146 children under one had respiratory tract infection.
This week IMC assisted 1,065 patients at puskesmas in Tobelo, Galela, Kao, and
Malifut sub-districts and in Daruba, Posi-posi Rao, and Berebere, in South and North
Morotai sub-districts. Common disease and condition reported were dyspepsia,
dysentery, musculo-skeletal disorders, myalgia, malaria, upper respiratory tract
infection (including acute bronchitis), TB, typhoid, dermatitis, and pyoderma.
This week WVI distributed 493 hygiene kits (each kit contains bath and laundry
soaps, tooth paste, shampoo, cotton buds, and sanitary napkins) in 32 IDP locations
in Ternate City during the week.
Shelter and Non-food Items
During the week, AcF carried on a distribution of food (rice) and non-food emergency
kits (blanket, mosquito nets, buckets, soap) to returnee and needy members of the
community in East Gane Sub-district.
On Tuesday (4 Jun.), AcF started distributing shelter construction materials in six
villages of Ibu Sub-district. It has signed a memorandum of understanding with Sahu
Sub-district authority regarding the distribution of similar materials in the area.
Education
Four CARDI-funded elementary school buildings (in Gamsungi Village of Ibu
Sub-district and the villages of Todowongi, Tauro, and Gulau in Jailolo Sub-district)
were inaugurated on 3-4 June. Two other school buildings are still being completed.
CARDI made available Rp520 million (USD59,700) for the school construction.
Economic recovery and infrastructure
UNDP North Maluku -Maluku Recovery Programme this week in Tobelo commenced a
labour intensive rubble removal activity to clear land for shelter reconstruction. Both
returnee and displaced communities are expected to participate in the programme.
Another project aimed at improving Tobelo drainage and sewage system expected to
provide temporary employment to many needy community members, including
returnees, is being studied.
