MALUKU
General Situation
Vice President Hamzah Haz visited Ambon on Tuesday (11 June) to talk with the
local government and communities in Ambon about the conflict in Maluku. Minister of
Maritime Affairs and Fishery Rokhim Dhahuri, Minister of Settlement and Regional
Infrastructure Sunarno, Minister of Health Achmad Sujudi, Minister of Social Welfare
Bachtiar Chamsyah, Minister of Religious Affairs Syaid Agil Siradj, Minister of
Cooperative and SME Alimarwan Hanan, TNI Military Commander Endriartono
Sutarto, and National Police Chief Da'i Bachtiar, accompanied the Vice President. He
visited Soya Village that was attacked on 28 April and handed over funds for the
rehabilitation of an old village church that was burned down during the attack. Haz
also visited the Kebun Cengkeh Area, publicly known as a Laskar Jihad base, to visit
the humanitarian posts of Laskar Jihad. According to Siwalima, during a dialogue with
both Muslim and Christian communities at the 733 Infantry Battalion Headquarters in
Masariku, Ambon Town, Haz gave the ultimatum that he would fire Governor Saleh
Latuconsina as Head of the Civil Emergency Board if the flag of the RMS (South
Maluku Republic) is still hoisted in Maluku. According to Siwalima daily, during the
visit thousands of weapons and ammunition rounds were handed over by Muslim
groups in front of the Al Fatah Mosque, witnessed by provincial Police Chief Sunarko
Danu Ardianto, TNI Area Commander Djoko Santoso, and the Vice President himself.
Djoko Santoso announced that day that the deadline for the weapons disarmament
has been extended to 30 June from the previous deadline of 30 April.
Assessments
AcF has been sending teams to assess its income generating projects in the
northwestern area of Buru Island (9-17 June), in Masohi Town and the TNS (Teun Nila
Serua) Area in Seram Island (10-16 June), and in Hulaliu Village in Haruku Island, and
Toisapu and Hutumuri in Ambon Island (10-16 June). It also has been sending a team
to Masohi Town and the Piru Area, Seram Island, (11-15 June) to conduct a logistics
assessment to support its water and sanitation projects.
CARDI sent a monitoring team to West Seram on Thursday (13 June) to look at its
various projects: the construction of water pipes and latrines in Pilar Village, Manipa
Island; the rehabilitation of IDP houses, expected to benefit 50 displaced families, in
Wayasel Village; the distribution of seeds and tools, and agribusiness training for
returnees in Waralohi and Seruawan villages; the provision of grinding machines to a
group of Sago makers that would benefit 475 IDPs in Hatusua Village; the
construction of fish ponds for IDPs and returnees in Kairatu Village; and the provision
of fishing equipment to returnees in Waitasi and Kairatu villages.
Mercy Corps has been sending a team to South Buru from 4 to 16 June to monitor its
various projects: the latrine construction in Wamkana Village; and the non-food item
and school item distributions in Waimulang Village.
Mercy Corps sent a team to Seram Island from 10 to 12 June to monitor the
construction of a water system in the TNS (Teun Nila Seruni) Area, and the
rehabilitation of SMK Negeri I middle school that began last April and was completed
on Monday (10 June) in Masohi Town.
Mercy Corps sent a team from 13 to 16 June to Kairatu Sub-district, West Seram, to
monitor the construction of atap houses for returnees and the construction of a school
that began last April in Uruar Village that began last May.
Food Security and Agriculture
CARDI, with a local partner, provided seeds and basic farming tools last Friday (7
June) to the local community and IDPs in Ewiri Village, South Buru Island, for them to
begin cultivating 5 hectares of onion farm.
AcF has been sending a team to Oma and Wasu villages in Haruku Island (10-16
June) for the registration of its seeds and tools distribution project.
Health
IMC conducted 60 consultations through its Mobile Clinic Programme and gave
immunisation to 60 children in Waimulang Village, Buru Island, on Sunday (9 June).
An IMC doctor began conducting training on blood and urine examination last week to
staff members of the Werinama Puskesmas in Seram Island. The training is still
ongoing. IMC finished the construction of a water system in Masohi Hospital, also in
Seram Island, last Friday (7 June).
MSF-B conducted 520 consultations through its Mobile Clinic Programme in IDP
Camps in Ambon Island throughout the week. MSF-B is conducting hygiene
promotion on clean water usage for the IDPs in Larier Camp in Ambon Island-where
an increase of diarrhoea cases was discovered in the first week of June-throughout the
week. It also visited the Community Health Centres in Tulehu, Liang, and Tial villages
in Ambon Island on Monday (10 June).
Water and Sanitation
MSF-B has been arranging garbage collection at THR IDP Camp, supplying water to
Suli TNI IDP Camp and Halong Navy Base IDP Camp, and conducting water testing
for IDP Camps in Ambon Island throughout the week. MSF-B has also begun the
construction of a spring box and the repair of tank and pipe connection in Sanahuni
Village, constructed 2 wells in Pua Village and 2 wells in Huhua, and repaired one
well in Naiselan Village, all in the northern part of West Seram, on Saturday (8 June).
Education
CARDI, with a local partner, began the reconstruction of 3 classrooms on Monday (10
June) that will benefit 188 primary school students in Waimulang, Buru Island.
Economic Recovery and Infrastructure
CARDI, with a local partner, provided coconut-grinding machines for 77 displaced
women in Mepa Village, South Buru Island, last Friday (7 June).
NORTH MALUKU
Population movements
A team of 22 local government officials from North Sulawesi visited Ternate 12-14 June
to discuss the return and rehabilitation of 5,000 IDPs from North Sulawesi to North
Maluku in the next 6 months.
Three fourth of the IDPs fleeing Loloda Sub-district, North Maluku District, have
returned to their villages of origin, according to Achmad Muhammad, Loloda District
Head, as quoted by Lintas Gamalama on Monday (10 June). He said that the IDPs
who have not returned were from Soa Sio, Kahatola, and Tolofuo villages. He said that
the lack of adequate shelter in their places of origin was one of the main reasons for
some of them to continue living in displacement, mainly in Ternate, where their
children go to school.
Assessments
A WHO Ternate office staff has been visiting Tobelo Hospital (13-16 June) to assess
the facilities for blood transfusion screening tests at the local blood bank. WHO also
discussed with the local health officials about the return of health staff currently in
displacement.
AcF carried out an assessment on food security in Oba and Wasile of Central
Halmahera and in Ternate Town. A rehabilitation and water and sanitation team
monitored related activities in Loloda.
CARDI carried out needs assessments for water and sanitation in seven villages in
North and South Oba of Central Halmahera District during the week.
A team from CARDI Manado office visited Oba, Central Halmahera District, to assess
the living condition and local community's feelings in preparation for a visit and the
eventual return of the IDPs currently living in North Sulawesi.
Health
This week IMC attended to 1,230 patients at puskesmas in Tobelo, Galela, Kao, and
Malifut sub-districts and Daruba, Posi-posi Rao, and Berebere villages in South and
North Morotai sub-districts. Common diseases and conditions reported were
dyspepsia, dysentery, musculo-skeletal disorders, myalgia, malaria (including
cerebral), upper respiratory tract infection (including acute bronchitis), dermatitis,
pyoderma, and hernia (inguinal). On 9 and 10 June, it facilitated a visit of medical
specialists (a paediatrician, an internist, a surgeon, an ophthalmologist, a
gynaecologist/obstetrician, and a midwife) from Ternate to public hospitals of Galela
and Tobelo. It donated necessary medicines for the operations.
IMC donated midwife kits to Bere-Bere puskesmas in North Morotai.
Economic recovery and infrastructure
UNDP completed this week a labour intensive rubble removal project to clear land for
shelter reconstruction in Gamsungi Village (a suburb of Tobelo Town). A project to
improve Tobelo drainage and sewage system is expected to commence in July.
