MALUKU
General Situation
The security situation has been relatively calm throughout the week. However, there
are still occasional shots and explosions in the evenings. The market in the neutral
area in front of Hotel Ammans is still empty, having been moved temporarily to the
Merdeka Field area.
On Saturday (18 May), a women's group conducted a peaceful demonstration in front
of the Al Fatah Mosque to protest against the placement of troops in their area. Early
Sunday (19 May), a pro-FKM (Maluku Sovereignty Front) group led by Femmy
Souissa attacked the house of the presumed leader of the local Gang "Coker", Berthy
Loupatty. Also on Sunday morning, the Laskar Jihad handed over 878 weapons to the
security apparatus at the Amal Sholeh Mosque in Kebun Cengkeh, Ambon,
consisting of military and homemade firearms as well as explosives. At 7 am, a bomb
exploded in a store at Jl. Imam Bonjol. According to Ambon Ekspres, there were no
casualties. The police confirmed the explosion, but refused to give comments. On
Monday (20 May), the Commander of the Army's Strategic Reserve Command, Lt.
Gen. Ryamizard Ryacudu, announced that the military is currently training a rapid
response unit in Ambon that consists of troops from the Army, Air Force and Navy.
The central government is planning to restructure the chain of command of the Civil
Emergency Board, considering whether or not to maintain the current model or to
apply a "one command" model. Coordinating Minister of Political and Security Affairs
Susilo Bambang Yudhoyono last Wednesday (22 May) explained that by restructuring
the Board, they hoped to prevent further misunderstanding and lack of coordination
between the military and the police.
Assessments
MSF-B sent a team to conduct assessments from 17 to 24 May on its water and
sanitation projects throughout West Seram.
AcF sent a team to Masohi and TNS (Teun Nila Serua) in Seram Island from 20 to 25
May to conduct assessments on its water and sanitation programmes.
Food Security and Agriculture
Mercy Corps distributed seeds and tools for 100 IDPs in the Maluku Transmigration
Hall IDP Camp in Passo Village, Ambon Island, on Sunday (19 May) and disbursed
microcredit packages to 97 IDPs in Waipo IDP Camp, Masohi Town, in Seram Island
on Monday (20 May). It also disbursed microcredit packages to 50 traders in Piru
Market, West Seram, and to 50 traders in Saparua Market, Saparua Island, on
Tuesday (21 May).
Health
MSF-B conducted 685 consultations through its Mobile Clinic Programme in IDP
camps throughout Ambon Island this week. It has also sent an outreach medical
team to the villages of Kaibobo, Kampung Baru, Taman Jaya, Alang Asaude, Asaude,
Sanahuni, Sole, Tihu, and Tiang Bendera, as well as Buano Island and Kasuari Island
in West Seram, from 17 to 24 May to conduct medical consultations, donate drugs,
train local medical assistants, and conduct health awareness campaigns for the local
people.
IMC conducted its Mobile Clinic Programme in Walbele and Waemulang villages,
Buru Island, from 18 to 20 May.
In Seram Island, IMC conducted training for eight Puskesmas staff members in
Werinama Village on Sterilisation and Proper Circumcision Techniques last Friday (17
May). It began installing a water system at the Masohi Hospital on Sunday (19 May)
and began conducting Mobile Clinics in IDP camps throughout the area. IMC
completed the construction of the water system in Werinama Puskesmas and
installed a generator and replaced the health centre's solar cell batteries on
Wednesday (22 May).
Water and Sanitation
CARDI and its local partner began providing clean water for displaced families in IDP
barracks in Layeni, Lesluna, and Jerili villages, TNS Sub-district, in Seram Island on
Friday (24 May).
Mercy Corps rehabilitated latrines in Ohoinangan Village and Renfan Village on
Monday (20 May), and in Dangerat Village on Tuesday (21 May) in Kei Besar Island,
Southeast Maluku.
Shelter and Non-food Items
Mercy Corps distributed non-food items on Saturday (18 May) for 144 residents of the
Soya Village that suffered a violent attack on 28 April. Non-food items were also
provided for 222 IDPs in Weduar Fer Village, Kei Besar Island, Southeast Maluku, on
Tuesday (21 May), and for 262 IDPs in Ampera Village in Masohi Town, Seram Island,
on Wednesday (22 May). On Monday (20 May), it rehabilitated IDP shelters for the
benefit of 144 returnees in Wainaliti Sub-village, Ambon Island, and provided
emergency (temporary) atap houses for 228 returnees in Uruar Village, Kairatu
Sub-district, in Seram Island.
Economic Recovery and Infrastructure
CARDI and its local partner began an economic empowerment programme in fishery
and agriculture for IDPs in Sirisori Sarani Village, Saparua Island, on Friday (24 May).
For its similar programme in Pelau Village, Haruku Island, CARDI distributed farming
tools, fertiliser, and seeds on Friday (24 May). CARDI also started a fishery project for
IDPs in Kairatu Village, West Seram on Friday (24 May).
NORTH MALUKU
Assessments
CARDI carried out field visit this week to monitor its on-going emergency education
projects (reconstruction of school buildings, survey of out of school children) in six
villages, and micro-grants projects (small cash loans for income generating activities)
in 14 villages, in Ibu, Sahu, and Jailolo sub-districts. Most schools lack furniture and
teachers.
UNICEF is holding consultations (20-31 May) with local authorities, WHO, and INGOs
in Ternate and Tobelo cities to determine the immediate assistance they might need
in education, immunization, and mother and child health care programme.
A joint ICRC-PMI team is visiting villages in Weda and West Gane sub-districts from
19 to 25 May to assess urgent health and livelihood needs among the community,
including the returnees. During the mission, distribution of family kits (basins, bath
and washing soaps, tooth paste and brushes, sanitary towels) agriculture kits (tools
and seeds) and carpentry and building tools (hammers, saws, spades) is being made
as well.
AcF is monitoring the agronomy activities (seed and tools distribution, vegetable
growing) it supported in Bacan Sub-district from 20 to 23 May.
A joint team of WHO and the Central Halmahera District health authorities visited
several health centres in Weda Sub-district 21-24 May to assess the condition of
health facilities and identify urgent health needs.
Health
This week IMC in North Maluku attended to 467 patients at puskesmas in Tobelo,
Galela, Kao, and Malifut sub-districts and Posi-posi Rao of South Morotai
Sub-district. Common diseases and conditions seen are, dyspepsia, gastroenteritis,
myalgia, hypertension, malaria, upper respiratory tract infections (including acute
respiratory tract infections), TB, and pyoderma.
WVI health promotion unit showed a movie on malaria to 177 participants (95 mothers
and 82 children) at 10 IDP camps in Ternate City 13-18 May and provided instructions
on the application and use of hygiene kits.
Water and Sanitation
CARDI, in cooperation with a local NGO, LP-INTIM (Lembaga Pembangunan
Indonesia Timur), completed this week the rehabilitation of a water supply system in
Gamlenge Village, Jailolo Sub-district. Over 102 families are the immediate
beneficiaries.
Economic Recovery
A traditional market in Susupu, constructed with CARDI assistance, is open and
villagers from neighbouring coastal villages can now access it by a CARDI-provided
boat operated by the Susupu Village cooperative.
