1. First you need a picture, like This one
2. Now click on the hand tool,
3. Open tool options,
4. and set your settings like this:

5. Now move your cursor around on the picture, and it works!

By adjusting the tool options, you can make the strands bigger, wider, smoother, anything! Just experiment!
