DUES AND FEES
Section 1. Membership Fee. A membership fee shall be collected upon admission as follows:
(a) One hundred pesos (P100.00) for those admitted as members under Article III, Section1.a;
(b) Five hundred pesos (P 500.00) for those admitted as members under Article III, Section 1. B
Section 2. Annual Dues. The annual dues shall be two hundred fifty pesos (P 250.00).
Section 3. Life Membership. A person eligible for regular membership may become a life member by paying a fee of two thousand five hundred pesos (P 2.500.00). A life member is exempt from the payment of the membership fee, if he becomes a life member upon initial admission as a member, and of the annual dues. All life members on record after the amendment shall remain as such.
Section 4. Collection of Dues and Fees. The payment of all dues and fees shall be subject to the collection system to be adopted by the Board pursuant to the provisions of these By-Laws. All dues and fees may be subject to revision by the Board; provided, that the revision is approved by Board resolution of a majority of all the accredited chapters.
Section 5. Chapter Dues and Fees. Chapter dues and fees shall be such as are agreed upon by a majority of its members.
GENERAL PROVISIONS
Section 1. The seal of the Corporation shall have two gold colored concentric circles; the inner circle, bearing the University of the Philippines seal in the center between the gold inscription of the numbers "19" and "20", cast against a maroon background; the outer circle bearing the gold inscription "UP" at the top, and "VANGUARD" at the lower portion of the circle, cast against a green background. The fringes of the whole seal shall appear as a blazing sun.
Section 2. The colors of the Corporation shall be gold, maroon and green.
Section 3. The Flag of the Corporation shall be rectangular in form, the upper half of which shall be green and the lower half, maroon, bearing the seal of the Corporation in the center.
Section 4. There shall be a Vanguard March and Hymn to be sung and played during formal gatherings and such other occasions as the circumstances may require.
Section 5. Every member of the Board, and every officer of the Corporation and its chapters shall, before discharging their duties, take and subscribe to an oath of office wherein he shall declare that he will abide by and support these By-Laws; faithfully discharge to the best of his ability the duties of the position or office he is to enter and that he voluntarily assumes the obligations imposed by his office without mental reservation or purpose of evasion. Copies of the oath shall be deposited with the records of the Corporation under the custody of the Corporate Secretary.
Section 6. All officer and committees of the Corporation, shall in addition to the duties imposed by these By-Laws, also perform such other duties as the Board may assign them, provided that the latter are in consonance with the former.
Section 7. The Board shall provide for the formulation of an effective and efficient system of collecting membership fees and annual dues. Such system shall be implemented by the National Treasurer and shall serve as a guide for the collection of chapter dues.
AMENDMENTS
Section 1. Any amendment to or revision of these By-Laws may be proposed by the Board upon a two-third (2/3) vote of all its members, or by a petition of not less than one-fifth (1/5) of members in good standing.
The Board shall submit such proposed amendments or revisions to the members of the Corporation for ratification.
Section 2. Upon an affirmative vote of a majority of all members entitled to vote at any regular or special meeting called for that purpose, such amendments or revisions shall be deemed ratified.
