Chuck's College Football Fantasy League Rules
Updated for the 2007 season
I. THE LEAGUE:
A. General - The league will have 16 teams. It will have 2 eight team conferences, named the Emmanuel Lewis Conference and the Gary Coleman Conference, and further split into 4 four team divisions. The Venus Flytrap and Mushmouth divisions will make up the Emmanuel Lewis Conference and the Lamont Sanford and Shaft divisions will make up the Gary Coleman Conference. There will be a weekly poll which is determined first by order of record and then subsequent tiebreakers. The poll will be used to determine bowl placement at the end of the season. The 2 Conference champions (the division winners with the best record from each conference) will meet in the Brady Bunch Bowl for the CCFFL Championship, while the next best two teams (regardless of conference/division) will meet in the Patridge Bowl, and the next best two meet in the third bowl game, the Good Times Bowl. The league is a keeper league so all owners are invited to field their teams again the following season, and can keep any player on their roster that may be returning to college to play next season.
B. Season/Preseason/Off-season - Each year on May 1st, the Commissioner's Office will send out a welcome letter for all owners to declare their intention to return. This is the official start of the the preseason. Following the declaration period, the Commissioner's Office will open up the forum for owners to propose rule changes for the upcoming season. These submissions are solely in the discretion of the Commissioner's Office to put up for a vote, based on how the proposal will affect the overall makeup of the league. The next step will be the Returning Roster submission. This is followed by the draft. At this time, all trades made since the end of the previous season are made official. The draft is followed by the Drop/add period. The season officially begins with Week 1 and ends following the results of the 3 Bowl Games. From that time until the following May 1st the League is in Off-season.
C. Tiebreakers - The tiebreaker system for ranking teams is as follows: overall record, then conference record, then division record, then head to head competition, then record vs. common opponents in the other conference, then points scored vs. divisional opponents. If we need any further tiebreakers, we'll do a coin flip or rock, paper, scissors or something. Tiebreakers for games are not used until Bowl week. In the event of a tie in a Bowl game, the highest scoring non-starting player on each team shall be added to the final score. If the final score is still tied, the previous player's score will be discarded and the second highest scoring non-starter shall be used. This pattern will continue until the tie is broken or, in the unlikely event that the tie is not broken, the Bowl game shall finally be declared a tie and both teams awarded banners.
D. Schedule - Each season, every team will typically play an 11 game schedule and a 12th week will be reserved for the three bowl games. If the NCAA schedule allows, the season will be expanded to 12 games, with the 13th week being for bowl games. The season begins with the first full week of NCAA games and runs 11 regular season weeks, with the bowl games being the following weekend (unless the NCAA schedule allows for an extra week). Every college team has at least one open date on their schedule, so draft accordingly. Each team will play the other 7 members of their conference every season, as well as 2 OOC (out of conference) "permanent opponents" that will be scheduled along with the other 7 conference members, leaving 2 or 3 (depending on the length of the season that year) open slots for rotating non-conference opponents. E. League Forum - Team press releases, lineups and all other league business should be sent via email through the ccfflofficial mailing list to the entire league and will be updated on the web page as soon as possible so please check your email and check the league's home site often. Remember, the more interaction the better. The league will be what you make it.
II. TEAMS:
A. The Team - Each team will consist of 19 players, with a minimum of 1 Quarterback, 2 Running Backs, 2 Wide Receivers, 1 Kicker and 1 Defensive Team. The 12 additional roster spots will be determined by each team owner, however each owner should take depth and injuries into consideration. The weekly starting lineups consist of 1 QB, 2 RB, 2 WR, 1 K and 1 DEF. Players and defenses can come from Notre Dame and any college in the SEC, ACC, Big 10, Big 12, PAC 10, Big East, Mountain West, Conference USA and WAC.
B. Roster Submission - The deadline each week for starting lineups will be no later than Friday, 12 am (midnight) EST with NO EXCEPTIONS. However, since NCAA games aren't all played on Saturdays, our official week will run from Tuesday-Monday. If a player has a game on a Tuesday, Wednesday, Thursday or Friday then a complete lineup with that player in it must be in no later than 5 PM of the that day. If that deadline is missed then a lineup for the week can still be submitted by the Friday midnight deadline, but the player from that game cannot be used. Once a player has played for a team during the week, that player is locked in, however other submitted players can be subbed in and out until their resepctive deadlines have been reached. The commissioner's office reserves the right to restrict subbing based on illegal or inethical movement of players. NO lineups will be accepted after midnight on Friday of each week (with the exception of players who play on Sunday and Monday) and the league office WILL NOT assume anything. If a lineup isn't sent, then the lineup from the previous week will be used, even if players in that lineup have the week off. If you don't want to participate, then we can oblige you, so continuous inactivity can result in dismissal from the league. Lineups should be sent to the entire league via the ccfflofficial mailing list.
C. Mid-season Player Position Changes - In the event a player on a CCFFL roster is switched to a new position by his NCAA team during the season (example: a player is drafted as a WR but is switched to RB after the start of the season), the Commissioner's Office has the right to switch the player's position on the CCFFL roster to mirror his new position on his NCAA team. In order to do this, there must be documented proof of the switch on an official site such as the NCAA site or the the respective team's althletic site. Any owner may challenge a player's position as long as they can support the challenge with information from one of the above sources. For a player to officially be switched during the week, the challenge must be made no later than 24 hours prior to when the player's deadline for the week is reached (example: a player who's game is on Thursday night must have his status challenged no later than 4:59 EST on Wednesday for the switch be implemented that week).
III. THE DRAFT:
A. Draft Period - The official draft period will start each season after the submission of returning rosters by the commisioner's office. Once the commissioner sends out the official draft details and draft order for round one , he will officially announces the first team is on the clock. The draft period runs until the beginning of the Drop/Add period (Rule III-E).
B. The Draft - The draft will consist of 12 rounds. If a team does not need 12 picks to fill their roster, then that team will be removed from the draft order once their final pick is made or their roster is completed via trade, whichever comes first. If a team needs more than the 12 allotted picks, then that team can either trade for more picks/players to complete their roster during the draft OR complete their roster during drop/add. If a team trades away draft picks and they don't have enough picks remaning to complete their roster during the draft, they must complete their roster during drop/add.
C. Draft Pick Time Limits - Each team will have 24 hours to make their pick in round one and then 12 hours each round after. If any team goes over their allotted time, they will be skipped in the draft order and the next team in the order will be placed on the clock. Immediatly following a pick being skipped, the owner of that pick has 36 hours to use the pick or it will be forfeited. Once a pick has been skipped and the 36 hour timer has begun, that pick cannot be traded. If, during that 36 hours, the same team comes up again, the 36 hour clock is not affected and it will still expire at the end of the 36 hours.
D. Draft Lottery - The first round of the draft will be set based on a lottery, with the chances awarded based on the previous season's final overall standings. The chances awarded are as followed:
16th and 15th - 8 chances
14th and 13th - 7 chances
12th and 11th - 6 chances
10th and 9th - 5 chances
8th and 7th - 4 chances
6th and 5th - 3 chances
4th and 3rd - 2 chances
2nd and 1st - 1 chance
All subsequent rounds will be based on inverse order of finish from the previous season, with the team finishing 16th picking first in each round and so forth. Record does not matter for bowl teams, only the result of the bowl game. The winner of the Brady Bunch Bowl will always pick 16th, the loser of the Brady Bunch Bowl 15th, the winner of the Partridge Family Bowl 14th, the winner of the Good Times Bowl 13th, loser of the Partridge Family Bowl 12th and the loser of the Good Times Bowl 11th.
E. Drop/Add - There is a designated drop/add period. This period will normally begin the first weekend of August or, if the draft is still going on in August, the first weekend after the draft ends. It will usually run 10-14 days (to be determined by the commissioner's office), or until the day before the first (NCAA) preseason classic game, whichever comes first. The official dates will be announced by the commissioner's office each season after the conclusion of the draft. All transactions must be sent directly to the commisioner in charge of the drop/add period and will be granted on a first come, first serve basis by the time stamp on the email. No transaction will be considered official until the commissioner's office has made it official. During this period, teams must complete their roster if it was not filled out via the draft or trades. Once a team's roster is completed, the teams can also release any player currently on their roster and pick up any available player that is not on another team's roster. Each team is allowed as many drop/add transactions as they desire. If a team's roster is full, a player must be cut from the current roster to make room for any players to be picked up. This needs to be done in the same notification mail. There can be only 1 player cut and picked up per email. Any owner who needs multiple transactions must send them in separate emails. Also, if a player is cut, the released player is removed from the team's roster and the picked up player is now a permanent member of the team and is subject to the same rules governing rosters. Furthermore, any cut player becomes fair game for any other owner to claim for his/her team. Also, and this is very important, the team that released the player cannot have him back on their roster until after the drop/add period has ended, meaning if you cut a player during drop/add, you can't pick him back up during the same drop/add period. The player can be still be traded for during the season.
IV. TRADES:
A. Trading - Trading between teams is permitted and encouraged. Trades will be treated like the players are transferring schools. For a trade to become official, BOTH owners must notify the league of the accepted trade via the ccffltrades mailing list. Any trade not sent via the trade forum will not be recognized. If an owner objects to the trade, they must email the commissioners within 24 hours of the second email notifying the league of the potential trade, stating their reason for the objection. If the reason is valid, then their objection will be noted. If within the 24 hour period, 3 or more owners have made reasonable objections, then the trade will be nullified. The league office will send out official recognition of all finalized trades. At that time, the trade has been made official. If a trade is determined to be illegal by the commisioner's office it will be revoked and all players/picks sent back to the original teams. This determination must be made within a reasonable amount of time.
B. Trade Deadline - The trade deadline for each week is midnight EST on Fridays. This means that if a trade is accepted after 12 AM on Friday, it will go into effect the following week since lineups must be in by this time. All traded players also fall under the lineup deadline restriction, so, for example, if a player is traded on Thursday but played his game for that week on Wednesday, then the trade won't go into affect until the following week. The trade deadline for the season is Week 8. No more trades will be accepted after midnight on the Friday BEFORE Week 8. Trading can be resumed after the official end of the season, however trades will not be recognized as official until the start of the next season's Draft Period.
C. Inseason Trading - Trades occuring during the season (meaning after the Drop/Add period has finished until the final bowl game is completed) must be even trades, which means each team must send the same number of players (1 for 1, 2 for 2, etc.) to the other team and each team must have a full roster after the trade without cutting or picking up any other players (trades involving more than 2 teams are authorized, but the same stipulations apply, where all teams involved must have a 19 man roster after the trade is finalized). Teams are allowed to exceed the roster limit of 19 in preseason and offseason trading, but all roster limits MUST be met by the time rosters are due before the draft, or the commisioner's office will negate trades, sending all players and/or draft picks back to the original team. The only exception to this is trades taking place during the Drop/Add period. Trades during this time do not have to be even (trading a player for a future draft pick), but roster cuts must be made via Drop/Add to get all teams involved back to 19.
D. Trading Draft Picks - Trades for draft picks are permitted provided the trading parties actually own the picks they are trading. An owner cannot trade a late round draft pick if their roster will have been filled out completely before that round. For example, an owner cannot trade an 8th round pick if their 6th round pick will complete their roster. Trades for future draft picks are also permitted but there are three special provisions to trading future draft picks: 1) You can only trade picks one year in advance. You can trade next year's draft picks but not the year after that. 2) If an owner trades for a late round draft pick the following year, the owner must make sure he actually has a pick available that particular round. If not, then the person who acquired the pick would then move up to take the trading owners last round selection. For example, if TEAM A trades their 8th round pick in next year's draft to TEAM B, and during the offseason, TEAM A decides they will return all but 5 players on their roster, then TEAM A will have no 8th round pick. TEAM A will only have 5 rounds of picks to trade so by default, TEAM B automatically receives TEAM B's 5th round pick since that would be TEAM A's last round to pick in and TEAM A will then be granted a 6th round pick. 3) If a team ends up receiving another team's pick for the following year, they must hold on to that pick until the start of the following year's draft period. For example, if TEAM A receives TEAM B's first round pick for the following season, they cannot trade that pick to any team for any price until the draft period starts the following year. This is to alleviate confusion in making the draft order. A team may still trade any natural draft pick it has for the following season, regardless of how many picks in a round the team will have.
V. SCORING:
A. Offensive Scoring - A player can score by rushing, receiving or passing a touchdown or 2 point conversion, a punt or kickoff return for a touchdown, or kicking a PAT or fieldgoal. Players receive 6 points for a rushing/receiving TD, 6 points for a punt/kickoff return TD, 4 points for a passing TD, 2 points for a rushing/receiving two point conversion, 1 point for a passing two point conversion, and 1 point for a PAT. FG scoring is covered in Rule V-C
B. Defensive Scoring - Defenses get 6 points for every TD, 2 points for every safety, and 1 point for every interception, fumble recovery and sack. Defenses also earn points for points allowed. If a defense holds their (NCAA) opponent to zero points (meaning the opposing team's score is zero at the end of the game) the defense earns 10 points. If the opponent scores 2-9 points, the defense earns 5 points. If the defense holds the opponents to 10-15 points, the defense earns 3 points. If a defense gives up any more than 15 points, no penalty is assessed, but no points are awarded. Defensive points, when totaled together, will be added to the offensive scoring for a team's final score.
C. Field Goal Scoring - All Field Goals shall be scored as follows:
FGs of 39 yards or less = 3 points
FGs of 40-49 yards = 4 points
FGs of 50-59 yards = 5 points
FGs of 60+ yards = 6 points
D. Two-way Players - In the event that an offensive player scores on defense in an NCAA game, the CCFFL team that starts that player will still receive any points scored by that player while on defense. For example, Team A's starting WR (Player 1) plays on his NCAA team's defense for a few plays at cornerback, and intercepts a pass and returns it 47 yards for a TD. Team A will receive 7 points in addition to any points Player 1 scored at WR. There is no yardage bonus for defensive plays. This is not a typical scoring situation and may not be noticed in the weekly scoring. In that event, it is the responsibility of Team A's owner to notify the league of the missed score. In addition, if a CCFFL team has the NCAA team defense that Player 1 plays on and starts the defense, that team will also receive the points scored in their defensive scoring totals.
E. Yardage Bonus - Players can also receive bonus points for yardage gained. A player receives 2 points for reaching the minimum yardage bonuses, which are 50 yards rushing/receiving and 100 yards passing. After a player has reached the yardage bonus, he earns an additional 1 point for every 25 yards rushing/receiving and/or 50 yards passing. For example, if Player A rushes for 77 yards and passes for 160 yards, he would receive 3 points in yardage bonus for rushing (2 points for 50 yard minimum and an additional 1 points for reaching 75) AND he would also receive 3 points in yardage bonus for passing (2 points for reaching the 100 yard minimum and an additional 1 point for reaching 150 yards). F. Other Scoring - Any other type of NCAA scoring not listed above (including but not limited to blocked kicks/punts returned for TD by defensive units, offensive lineman recovering fumble for TD, defensive player returning punts/kickoffs for TD) will not count in CCFFL scoring. Only the above types of scoring plays shall be authorized.
G. Double Bonus - All touchdowns 65 yards or more in length are doubled in point value.
H. Official Scoring - Official scoring will be handled by the league office. There is an autoupdating program used to tally scores each week. This shall be used to the maximum extent possible. Any disputed scores will be tallied by hand by the commissioner's office and ruled on at that time.
VI. Miscellaneous:
A. League Office - The league is run by a pair of owners called Co-Commissioners. Each commissioner maintains his role indefinatly. Commissioners handle all administrative league duties and are the final authority on ANY dispute. Commissioners have the authority to levy penalties against owners for what, in their view, are serious infractions against the league, whether in action or comment. A penalty can be, but is not limited to, anything from suspending posting rights on the CCFFL forums to removing an owner's draft pick(s). This is not something to be invoked lightly, and both commissioners must be in total agreement on any actions taken.
B. Conduct - Have fun, talk trash, post non-league related items, but retain at least a minute amount of respect for your fellow owners. If there are serious issues to be discussed, take them to private emails so the rest of the league isn't involved. Also, please make sure that all private emails STAY private. Don't disrespect another owner by sending private emails to the rest of the league.
C. Death Penalty - Any owner that deems it necessary to make inflammatory comments about another owner's family through a CCFFL forum or league-hosted chat/event will be removed from the league immediatly. The league is run for fun, and there is NO place for that here. In the event that this comes up, the situation will be examined and the offending owner will be informed in a private email they are being removed from the CCFFL mailing lists and their team is being removed from their control. The lone exception to this is if the family member happens to be in the CCFFL (meaning, an owner won't automatically be subject to this rule for talking trash about Jason, Charlie or Lori Tisdale).
