Saionji does have a tendancy to think that he is above all authority and that he can do whatever he feels like doing, like beating the Rose Bride senseless. He gets expelled near the end of the Student Coincil Saga for injuring Touga and later we find out that (surprise surprise!) Wakaba had taken him in until he could find someway back on his feet.
Mikage took advantage of his pride and told him that he could come back to the academy for the hairclip that Saionji had been making to repay Wakaba, one of his few virtous acts. So, Saionji took the offer, and Mikage let him stay because he was such a clown.
Later, he becomes the first to duel Utena in the Ohtori Akio Saga because he took a ride in Akio's car to the End of the World (supposedly). There is one thing that I do like Saionji for, and that's that he has a constant war with Chuchu, and Chuchu gets beat up. (sorry for those of you who like Chuchu)
