Touga is the Student Council president and all around playboy, taking advantage of a situation whenever possible. He is a wonderful tactician, plotting throughout the Student Council Saga how he was going to beat Utena. He set himself up to seem like Utena's prince, even getting injured in the process, all for a single victory, and one whose glory didn't last long. After Utena beats him in their second duel ( A great triumph for Utena, I'm sure), Touga slinks into his room not to be seen for almost the entire Black Rose Saga. He only appears in flashbacks and dreams, and when his sprit sword is taken by Nanami's henchman, Keiko.      When Akio appears in the Akio Ohtori Saga, Touga serves as Akio's right hand man, helping Akio to play with the minds of the other Student Councils members and their companions. After awhile of this, Touga realizes that Akio is taking Utena down a dangerous path and tries to warn her, even telling her that he's loved her ever since they met way back in the past, when he discovered her in the coffin. But, he lets her go on to live out the fate she has set up for herself.      He always seems to know whats going on more than the other Student Council members, even though he lets on that he doesn't. He has a tendancy to be a complete jerk at times, but that's just the way he has to be to stay in his position.
