'Image' invariably means bit map images or other wise known as pixel based images. Mostly photographs and any continuous tone drawings come in this category.

 

Most of the scanners can scan images to your resolution and size. Then what is the need for an Image editing program? 

Well, if you are just sending a scan by e-mail you don't need to do any other adjustment. But if you want to use the images for the print or the web lot of adjustments are required before you actually place the images in your artwork. Even the best photographs need lot of physical adjustments before it goes to the press. 

These operations are standard procedures during or after the scan and it costs time irrespective of the quality and cost of the scanner.
