Michael-----your problem is a sign of the future.  Have very big problem
with my neighbor as well.  He has found various ways to 'harass' and make
my life miserable over the past 3 to 4 years.  

   Has cost me beyond $3000.   yes 3000 US $ to keep my tower.  Have had
a tower on the property for greater than 20 years before he moved in and
immediately went to work with the city planning commission and property
commission to see to it that the tower be removed because is unsightly, 
dangerous,  ugly,  and various other proclamations.

   City issued an order for me to get the tower 'certified' by a state of
New York registered STRUCTURAL ENGINEER at a cost of $200 per hour,  then
tossed on another $600 for the 'paper-work & diagrams' which we had
aforhand agreed (verbally) I did not want or need.  Contract said
'documentation as required' and the verbal agreement  ---I thought was
enough because of his 'professional situation".  Only meant he knew what
he was doing!

   Has gone to :   violation for trying to sell my legally registered /
insured motor vehicle,  trash and debris in my yard (my above ground pool
that was neatly stacked awaiting a new owner)  etc etc.

  My experience:   suggests that the pre-amps are the problem but he will
not be forced to remove them.  You more than likely will be 'restricted'
to "quiet hours"   i.e.---  no transmitting during prime-time tv
watching.  Uncertain how the authorities handle these soituations in your
area.  The local 'club'  will be the best shot at getting assistance. 
They or someone will know the 'regs' in such a problem.  

     Fringe tv is always a problem and even in my case ----cable tv does
not eliminate the problem.

   re:  the wirless telephone.....as you may know----a label on the phone
 ( in the 'states') indicates:  "this electronic device is susceptible to
interference from local or close-by transmitting devices."  there-by
eliminating you of any 'cause' and of course is intended to advise the
customer of "poor design".

    One further comment.  Here in Rochester the zoning commission has
decided to 're-evaluate' all tower permits......think it relates to
cellular but anyway------here we go again!

than ideal q's on 222 & 432 bands.....very low and poor horizon!
