 Michael,
   You've got to get him to get the pre- amps out of there unless they are
extremely high quality. I just solved my tvi problems by removing my decent
quality pre-amp. I removed the 2meter filters and preamp and connected the tv
direct to antenna, the picture was lousy on most channels 2meters at more than
50watts destroyed whatever picture I had. the installation of a radio shack
high pass filter  not only stopped ( no snow , none, with 160 watts pointed
right at the tv antenna) tvi from  2m but also improved the quality of the
picture i was getting to better than it was with the preamp. I can run about
50 watts before i start to distort the picture on 6m.The thing is my vhf yagis
and my tv antenna masts are less than 6 meters apart. I don't fully understand
why the highpass filter made such a dramatic change in picture quality unless
I am in some sort emi field from the 2 sets of power lines that the filter
removes.

  For legal advise I would call the RAC, even if you're are not a member when
it comes to legal matters they don't care. Or at least that is what I have
found to be true about the ARRL. I would also get an inexpensive answering
machine for the phone and document each phone call from this moron and press
charges.Keep records of what you have spent and done to solve the tvi
problem, pictures, invoices  and all. the ARRL has a website you might inquire
from them exactly what you responsible for. I have asked the leagle division
to clarify some rules for me and I have gotten answers via email the same day.

 I listened for you or any VE's but heard nothing. I did get to FN42 on 2m and
70cm.
