Hello,
   Saw your post.  Wow!  Your description of the area where you live
sounds beautiful.  I guess I assumed that folks that live in that type of
area are nice.  Your problems blow that assumption away.
   I think you've taken a good step by posting your problems to the
group.  Being a US citizen, my suggestions may be way off base, because I
don't know the nuances of law in Canada (don't even know the nuances here
either - hi hi).  Are you a member of Radio Amateurs Canada?  If so,
will/can that organisation provide you with information and/or help? 
Since you said you gave info to your neighbor about interference, my next
suggestion might be moot.  But, I know that Industry Canada has a really
nice pamphlet series on RFI.  You might want to get it for future
reference.  If you have emergency or battery power you might try to
emphasize the community/emergency service aspects of the hobby with any
"laymen" you speak to.
   Please keep the group apprised as to developments in your situation. 
I know I'd be interested.
