Thanks for the contacts over the weekend de N2HKD, alias as 
KB3PW/R. It sounds like you have an interesting problem
here. I feel for you. I found that people like this can
be duped. I had a conversation with someone not too long ago
about interference on their phone. It actually turned out that
it was a baby monitor that was interfering with his portable
phone. The freq were within 5KC. But remember it was the ham
across the street with the BIG antenna :-).

I would suggest that you bring your neighbor a pie (or
\six pack) and visit them. While your there, have someone
else (preferably licensed) operate your equipment. Then 
see what happens. If the interference is there, you will 
get  an idea of the problem, scope, etc. If the incident
goes by without complaint, you need to figure our how he
is monitoring you... :-).
