If you're in that situation, your neighbor is surely correct about hearing you. All 49 MHz phones sold in the USA have a notice on the case stating that they must accept any interference they receive. Try telling you neighbor that! Only W3ZZ could (maybe) get away with that approach. Your meighbor needs to switch to a 900 MHz portable. While they operate in the (US) 900 MHz ham band, that's a small penalty to pay for completely clearing up 6-m problems, in my opinion. One approach that people have used is to show the neighbor that your ham receiver picks up his portable phone - he won't understand band edges.
