Cell is the ultimate creation of Dr. Gero. To become perfect Cell has to absorb Android 18 and 19. In Cell's time the Androids wher already killed by Trunks, so Cell killed Trunks and used his time machine to travel back in time and find the Androids there. When Cell absorbs Android 18 and 19 he organises the Cell games almost the same as a Tenkachi Bodukai (World martial arts tournament).
