Order reeds from Singin' Dog Double Reed Supplies. Unless I tell you otherwise, I suggest you order medium-soft reeds. To avoid having to re-order frequently, you may want to order four or five at one time. You can also order swabs and reed cases here, too!
Another great source for swabs, reedmaking equipment - basically anything "oboe-related" is Forrest's Music.
You can buy a metronome at any music store. I really like the Yamaha QT1 metronome. It's loud enough to really be heard over your practicing. You can order it through Woodwind Brasswind.
Tuners are available at music stores as well. I like the Korg CA30 Chromatic Tuner from Woodwind Brasswind (just scroll down to Korg CA30.) It's great because you can hear pitches as well as seeing whether you're in tune.
