BASED EDUCATIONAL DEVELOPMENT Dwi Nugroho Hidayanto Abstract: The district autonomy implementation has a significant implication for the educational system. As agents of change, human resources should be improved. To accelerate the development, the District-Based Education (DBE) can be implemented. DBE , as a break-trough, in one hand, has many good prospects for improving the districts’ human resources; but in the other hand, it is a challenge because it must be supported by some factors in its successful implementation.
