THE CHARACTERISTICS

OF THE BASIC EDUCATION LEARNING COMPULSORY RENEWAL IN INDONESIA

Abstrac: Basic Education Learning Compulsory has been initiated since 1950, implemented for 6 years from the age of 6 - 14 . Up to the period of 1990s Indonesia has succeeded in accommodating 99.6% of them, which means almost all of them have been accommodated in the elementary school level. Therefore, the program needed to be implemented longer, as long as 9 years from the age of 6 to 15 years old. A lot of pilot projects were implemented, such as: "SD Percontohan" and "Open SLTP" as well as additional books and school supplies and teachers' upgrading programs. However, compulsory learning program has always been facing problems, i.e. security problems and lack of educational budgeting since its initial pioneer period until the development period. Due to the good cooperation between the government of the Republic Indonesia and its society as well as support from foreign countries, the obstacles are now decreasing.
