PENDIDIKAN Ahmad Suriansyah Abstract: Educational management should be delegated to those who have educational capability or educational background. They are expected to have deep insight and understanding in educational substance. The problem is whether it all the managerial actors have understood the paradigm. In practice, educational management in the local autonomy era shows unsatisfactory result. This is to say that there is a gap between the reality and expectation such as low quality in education and the other problems. In order to realize an effective educational management, competent educational managers from the lowest institution (school) to the provincial institution (provincial educational officer) is needed.
