Abstract: One of the implications of the declaration of the ethics politics was the escalation of education in the Nederland Indies, including students qualitatively. The colonial government provided elementary education fasilities to all classes of societies, European, vreemde oosterlingen as well as the native people. However, the kinds and stages of the education showed discriminative actions of colonial government to the societies.
