Several methods were used in gaining the data: field observation, interviews, document examination and focused discussion. It is found that following factors play important roles that contribute to the low level participation of the students: geography, culture, psychology, and economy. Therefore, to empower the participation of the students in these areas, serious supports from the government and society are needed.
