Flying high in the sky, Gill detects a Dragon Ball down below. Pan looks down and sees nothing but a desolate wasteland. She gets mad at Gill asking if he's mistaken or not. Gill just repeats that the Dragon Ball is here. Pan still is reluctant to believe, Goku suggest to at least check it out for it could be hidden in some rocks.

They land on to the ground, and Pan asks where they should go next. Gill points down and tells her the Dragon Ball is there. Goku starts digging a bit but finds nothing. Gill starts yelling that the Dragon Ball is close, really close. Pan yells at him to stop playing around, then an earthquake rocks the place. The team is knocked off their feet, and Goku feels that this is no ordinary earthquake. Gill says the Dragon Ball is approaching...

In a distance, dust is being thrown into the air as something approaches. Then Goku hears a voice singing (not well) about being confident and loving to cause earthquakes. Goku wonders what that is, and Pan wonders how it could be going through the ground. They get scared as it approaches, then it surfaces blowing up rocks and dust. Goku, Pan, and Gill fly up into the air to escape. Gill detects the Dragon Ball.

After the dust settled, a big purple mole like monster appears. Goku sees that he's his next opponent. The mole turns away and scratches himself. He looks back at the trail he created, and is proud of his "artwork". Pan sees that he hasn't reacted to them and wonders if he's blind. Goku thinks he has no choice then, and goes up to his ear and yells "HEY!! ARE YOU MY OPPONENT?!?!", which scares him and makes him fall to the ground.

Goku is glad that he finally heard him. The mole tells him that they scared him. Goku says that he should be more polite and respond when people talk to him. The mole then asks who he is. Goku gets a little frustrated and tells him that he's "Son Goku!", and wonders if the mole is sick or not. Pan then notices the seven star ball on his forehead and identifies the mole as "Chii Shinlon" (Seven Star Dragon). Chii is surprised and wonders how the "little girl" knows his name. Pan tells him that all the evil dragon have the same name, more or less.

Goku thinks these things aren't important, and wants to start the fight. Chii Shinlon stares a bit, then asks them what they want (surprising them). Pan asks him "Don't you want to use the Dragon Ball as the prize to fight them?" (like all the others), and gets frustrated wondering why he's like this. Chii tells them that he doesn't want to fight. Pan then tells him to hand over the Dragon Ball then, and Chii refuses that too. Pan gets mad and asks him what he wants then. Chii tells her that he likes making earthquakes to cause destruction in cities, so for that, he says he has to go now.

The claws on Chii Shinlon's hands extend a bit, and he starts tunnelling into the ground again. Goku and Pan chase, but rocks and stones were being thrown into the air, so they were stopped. Chii soon disappears into the ground, and starts singing that song again. Gill points and tells them the Dragon Ball is leaving. Pan wants them to hurry and chase him or he'll escape. So, the chase is on, Chii Shinlon digging underground and singing, while Goku, Pan, and Gill fly overhead.

Pan wants Goku to hurry, but Goku says he just can't fight a guy who doesn't want to fight. Pan realizes that, but they still need the Dragon Ball. Goku says he still can't just attack. Then, he gets he idea of making Chii Shinlon wanting to fight. He flies ahead, and starts insulting his mother and him (ploy used in 28th Tenkaichi Budoukai to get Ubuu angry to fight). This had no effect, and Goku thinks back that he worked with Ubuu, made him steaming mad.

Pan then tells Goku to let her try. Goku asks what she's going to do, and Pan tells him to just move out of the way. She then starts firing many, many blasts (Goku quickly moves out of the way). Goku yells for her to stop, and when the dust settles, giant "potholes" are all over the place. Goku tells her to look at all the holes she created, and Pan smiles over her mistake. Gill says Pan "jumped the gun" (can't think of a word to mean this right now), and Pan elbows him away.

Goku looks, and sees Chii Shinlon heading towards a city. Pan sees this too and is worried at the destruction Chii can cause. Goku tells her they must hurry then, and power up and flies to the city. Pan grabs Gill and stuffs him in her pack, then she powers up and flies to the city, and Chii Shinlon continues to approach it from underground.

(Commercial Break)

An earthquake rocks the city, which sends the people into a panic. Goku and Pan arrive, and realize they are too late, Chii Shinlon is already tunnelling beneath them. A giant globe sign (Tamagoati) falls, and Pan rescues an old lady underneath it. She thanks her and requests to be flown home, but Pan apologizes and tells her she's too busy right now.

Elsewhere, a bus (Himawari Bus), full of kids, drives along as the highway bridge in front of them collapses. They don't stop in time and fly off... But then, they continues flying in the air, and it's Goku who's lifting them to safety (the other side of the highway). He flies off, then spots a building full of people tipping over... He goes and pushes on to it (by the window, so it's very strong glass). Goku has trouble, then changes to a Super Saiya-jin 4, and puts the leaning tower back in its place.

At another part of the city, part of the ground starts sinking with people on it, and Pan tries to lift as much of them as possible out of there. SSJ4 Goku comes along and tells her to just leave it to him. He flies into the big crack, and soon, the ground stops sinking and starts rising back up again. Goku is pushing it with all his might, and puts the ground back in it's place (wonder what's holding it up now?). Pan is impressed at the power of her grandpa.

Chii Shinlon emerges from the other side to see what havoc he's caused in the city, and wonder if it looks like hell. He looks and sees the city in relatively good shape. The people stare at him, and SSJ4 Goku emerges from an underground subway station. He tells them all that it's all done, everything is restored. Pan thinks he's great. Chii Shinlon walks up to them, and the crowd of people run away scared.

Chii Shinlon is mad at them for restoring the place. Goku is happy that Chii finally reacted to them. Pan gets a little scared and thinks it might have been better the other way. Chii is still angry, for working up a sweat to cause an earthquake that would have destroyed this city if it wasn't for them. Chii starts to attack. Goku and Pan jump out of the way, and Pan lands through a window into a women's clothing store.

Goku comes back and kicks him in the gut, then punches him repeatedly, then a kick to the chest sending him sliding right out of the city. Pan gets up, with a hat on her head, and sees this. SSJ4 Goku flies to him and is glad that he's finally willing to fight. He tells him that he is pretty powerful to have survived those attacks of his. Chii tells him that he gets really powerful when he's angry.

Pan arrives, still with the hat, and asks which wish Chii Shinlon comes from. Chii tells them it was the time they used the Dragon Balls to wish back all the people Vegeta (Majin Vegeta) killed at the 25th Tenkaichi Budoukai (flash back to DBZ). Pan tells him that they are like his parents then, so how could he treat them like that. Chii doesn't agree and tells them that they deserve any misfortune that comes to them.

Chii sending puts his hand to the ground, sending an energy into it, which emerges as a blast underneath Goku and Pan. They are blown away, and Chii explains that this is his special attack. A ki attack from the ground, so it can't be dodged. Goku and Pan recover and float in the air. Goku tells him it is a powerful move, he wouldn't have guessed that the ki would come from the ground. Chii tells him it's too late now for any regrets, and Pan asks him what if his opponents are not on the ground, but in the air.

Chii Shinlon stops being happy, and looks a little worried. Pan thinks she guessed right. Chii tells her that he can still attack them even if they are in the air, and starts blasting them again. Goku and Pan dodge, as more blast emerge from the ground. Goku is happy that he's powerful, and Pan thinks he's not bad. Chii thinks they are underestimating him, and will show them true power. Goku and Pan land on Chii's head at this time, and wonders what exactly he'll do.

Chii Shinlon tells them they are finished, "idiots", and fires away, as Goku and Pan jumps away making the blast hit himself. Chii Shinlon is all toasted up now, Goku wants to finish it off now, and is about to prepare a Kamehameha. Chii then just collapses, and Goku is disappointed at it being over already, and changes back to a kid. Chii Shinlon starts glowing, a puff of purple smoke appears, and the 7 star ball flies out from it.

Pan catches it, but notices that it is still dark coloured, and cracked. Then, it starts glowing, and the light grows and starts pulling Pan in. Goku goes to grab her by the pack, but it's straps come off and Goku is thrown back. Pan is pulled completely into the light. In the light, a dark energy completely covers Pan as she screams. The darkness grows and takes shape. It is Chii Shinlon, reborn, with a new body (now bluer and seems more lizard like, two tails now).

Goku wonders what happened... Chii Shinlon tells them that he was just pretending to be beat. Goku thinks that's not possible, since he saw him getting hit with his own attack. Chii tells him to look over there, and they see a dead mole. Chii tells him that's what was killed, he was only possessing his body. Goku wonders if this is true, and Chii tells him that he is different from the other evil dragons. Since the 7-star ball is is true form, and Goku figures out that he possessed Pan then.

Chii Shinlon laughs as he confirms possessing the "loud-mouthed girl". Pan is heard yelling "Help me!". Goku gets pissed at him, and Chii tells him the real battle begins now. Chii starts stomping around, then tries to hit him with his tails. Goku dodges, and Chii asks him where his confidence went, and maybe he should turn into that ape again and fight. Goku thinks that he can't fight when he's possessed Pan's body. Chii Shinlon continues attacking with his tails, and Goku continues dodging. Chii Shinlon has Pan's body, what will Goku do now?
