During the first 6 months of 2001, USA walked away from several multilateral actions. The administration refused to ratify the Kyoto Protocol that aimed at setting limits for greenhouse gas emissions. It refused to join an agreement to enforce the 1972 treaty banning the development, production and possession of biological weapons. It withdrew from an agreement to limit the small-arms trade and refused to ratify the 1997 Ottawa convention that bans landmines. In October, special operation forces were sent to afghanistan to support the Northern Alliance.
