First Click Your Start Menu Button Find the program
listed as command Prompt Usually it's under the accessories
section. Or you can go to Start Menu then Select Run
and hit CMD.exe
Then type Net Send and Either the User ID or the
computer ID of the person you want to send the message
to. Usually the computer ID can be found right on
the computer itself as a bunch of numbers or letters. Or you can use and IP address that is listed on the same Network as your own.

However if you don't enter a user ID then the message
will be sent to everyone on your network connection
so be carefull.

To run thru Messenger Service you will need to turn on the service Follow the intruction below to turn it on.
Selct Start and Run and Type services.msc /s
In the services Tab the setting is defaulted to be on. If not turn it on now.
