IV. 2010: A Vision for the Future



Over the ten year period to the year 2010 the Visions Five region will likely undergo more demographic, economic, and environmental changes than in any like timespan in its history. Unless the political and business leaders in the region are successful in channeling the course of these changes, the character of the area is likely to be determined by distant interests who are insensitive to the needs and desires of the region. This plan is intended to help guide one effort to influence the course of economic development and environmental management so that in 2004 the region will be characterized by:

1. Adequate, affordable housing for citizens of all income levels.
2. A significant increase in the implementation of sound environmental practices in constructing new and renovating existing housing.
3. Per capita income near that for the state.
4. Stable or modest growth in population in all age groups.
5. An economy based on a number of diverse small companies dominating the economy of the region, not large individual companies concentrated in a few industries.
6. An economy developed with great care given to improving and preserving the natural environment, with the region's lakes, streams, forests, and scenic resources maintained in a healthy condition to enhance the economic life of the area.
7. Adequate job opportunities to retain and attract a sizable and highly skilled class of workers within the total labor force.
8. Quality educational opportunities, including access to quality, meaningful vocational training for all age groups and college credit and continuing education courses.
