V. Purpose and Scope
- Visions Five is to be a catalyst for collaborative efforts which will make the area more attractive for citizens of all income levels to live with dignity. Our efforts will be devoted to helping citizens of diverse ethnic origins and spiritual beliefs obtain adequate housing and employment or income sufficient to support themselves and their families with self respect. We will seek to base our activities on principles of environmental sensitivity and sustainability. The purpose of this plan is to outline the goals and emphases of Visions Five as well as actions for implementing those goals.
- Visions Five has identified five major challenges or goals in its own strategic planning process begun in public hearings in 1989 and updated frequently thereafter:
1: Affordable Single Family Housing
2: Assisted and Supportive Living for the Elderly and Disabled
3: Affordable Multi-unit Housing
4. Sustainable Economic Development
5. Organizational Development
- Vision Five will seek to execute its projects in accordance with sound environmental and regional planning principles held paramount. We shall seek to be an example for private developers, local and state government, state and federal agencies in showing that excellence is possible in supplying affordable housing and in fostering economic development.
- Visions Five can realize its objectives only by working with many individuals, organizations, and agencies. These include the Metropolitan Development and Housing Authority, HUD, USDA Rural Development, the Rural Housing Service, the Rural Utilities Service, the Tennessee Housing Development Agency, the Tennessee Department of Health and Human Services, the Tennessee Department of Economic and Community Development, the University of Tennessee, Meharry University, the Tennessee Valley Authority, and other public and private institutions, foundations, and community leaders.
- These five challenges were identified during several public hearings and planning sessions over the past decade which included participation from the general public and federal, regional, and state development agencies. These goals and objectives represent a response to critical changes which are occurring as public spending for housing and economic development is under increasing pressure and as low income citizens are increasingly disenfranchised.
