Meet the CES Board...


     The Board is composed of eight (8) members, namely:  the Chairman of the Civil Service Commission and the President of the Development Academy of the Philippines as ex-officio members and six (6) others appointed by the President for a term of six (6) years. Presently, the Board is composed of the chairperson, the vice chairman and four Board members.

 


Karina Constantino-David
Chairperson

A recognized leader and pioneer in the civil society before her appointment as CSC chairperson. Has been teaching undergraduate and graduate courses in community development and sociology at the University of the Philippines since 1966. A former undersecretary of the Department of Social Welfare and Development in 1986-87 and chairperson of the Housing and Urban Development Coordinating Council in 1998-99.



Ramon F. Nieva, CESO II
Vice Chairperson

Appointed to the CES Board on November 29, 1999. Retired as Assistant Secretary of the Department of National Defense in 1997 after 48 years of public service. Holds a master's degree in national security administration from the National Defense College of the Philippines. Graduate of the CESDP, Phase I, Session I. Former president of the National Council of CES Organizations. Obtained a law degree from the Francisco Law School (Manila) in 1957 and passed the bar examination in the same year.




Eduardo T. Gonzalez, CESO I
Ex-Officio Member

President of the Development Academy of the Philippines and member of the Foreign Service Institute Board. Obtained a doctorate in public policy from the University of Pennsylvania and a master's degree in urban and regional planning from the University of the Philippines. Was a recipient of various fellowships/grants from abroad and has been involved in consultancy work for foreign and local projects and programs since 1991.




Godofredo C. De Guzman
Member

Appointed to the CES Board on August 25, 2000. Member of the Philippine Health Insurance Corporation Board of Directors. A senior partner of the De Guzman Dionido Ocaya Baquilod and Associates Law Offices. Holds degrees in industrial relations and law from the University of the Philippines. Member of various professional organizations including the International Law Association.




Ma. Concepcion P. Alfiler
Member

Appointed to the CES Board on June 21, 2001. Dean of the National College of Public Administration and Governance at the University of the Philippines. Former president of the Board of Directors of the International Nutrition Action and the Philippine Social Science Council. Authored several treatises on graft and corruption and accountability in the Philippine public service and leadership requirements of the 21st century. Holds a doctorate in Philippine studies from UP.




Henedina R. Abad
Member

Appointed to the CES Board on September 18, 2002. Dean of the School of Government at the Ateneo De Manila University. A member of the Executive Committee of the Philippine Governance Forum and the Board of Trustees of the Local Government Academy. Holds a master's degree in Public Administration from the John F. Kennedy School of Government, Harvard University and holds a Master of Arts degree in applied Sociology and Anthropology from the Ateneo de Manila University.
