MALUKU
General Situation
A bus transporting government officials was shot at on Monday (25 Feb.), while
passing through Galunggung on its way from Ambon to Galala, injuring the driver and
causing minor damages to the bus. The security apparatus sent 100 soldiers and 50
Brimob to the scene immediately to find the perpetrators, some of whom have been
identified but remain at large.
Hundreds of Muslims and Christians from Ambon and Haruku islands, as well as
officials from the provincial administration, mingled and marched together peacefully
on Wednesday (27 Feb.), in front of the governor's office, in support of the Malino II
Declaration. The crowd marched around the government compound, crossing borders
dividing Muslim and Christian areas.
Later on the same day, four bombs exploded in Batu Merah, Ambon City. No
casualties were reported.
The activities of local residents crossing the borders in Ambon city have been
increasing throughout the week although public transport is still escorted when
crossing borders.
Food Security and Agriculture
AcF is conducting information and registration meetings with villagers in Waimulang
and Ewiri in South Buru from 27 February to 3 March for its shelter kit distribution
project.
Health
IMC mobile clinic in Masohi, Seram Island conducted 600 consultations during the
week. An IMC doctor based in Leksula, Buru Island left on Friday (22 Feb.) for a
10-day walk to the mountain areas to conduct their Mobile Clinic Programme and
Posyandu sessions.
MSF-B conducted 531 consultations through their Mobile Clinic Programme in Ambon
Island, where they found one case of bloody diarrhoea in the Banda IDP camp. They
also donated drugs to Puskesmas in Karang Panjang, Benteng, Kayuputih, Batu
Merah and Waihaong, as well as to Pustu in Tanah Rata, in both Muslim and
Christian areas. MSF-B is currently providing water supply and drainage systems for
their hygiene promotion programme in Belakang Kota IDP camp this week.
Water and Sanitation
During this week, Mercy Corps funded the construction of wells for 300 IDPs and local
residents of Air Buaya Village in Seram Island; the construction of water installations
and community bathrooms, and latrines for 662 IDPs and local residents of Larier sub
village in Ambon Island; and the construction of a water pump system and reservoir for
1,720 IDPs and local residents of Kulur Village in Saparua Island. In parallel, Mercy
Corps is also constructing 7 MCKs and 4 wells for 1,735 IDPs and residents of Hitu
Messing and Mamua in Ambon Island. The constructions were done by local NGOs.
From 21 February to 1 March, MSF-B rehabilitated the water pump in Rumah Tingkat
IDP camp, and installed the last of a series of water tanks in Halong Navy Base IDP
camp this week. They have also conducted garbage collection in THR IDP camp and
cleaned the well in Sam Ratulangi IDP camp.
Shelter and Non-food Items
Mercy Corps funded the distribution of basic non-food items for displaced families in
Hurnala and Tulehu in Ambon Island, and for displaced families in Lasane Village in
Masohi District, Seram Island this week. Mercy Corps is also currently funding the
rehabilitation of roofs and partitions for IDPs in Hotel Maulana camp in Passo.
Education
Mercy Corps funded this week's distribution of school uniforms and learning materials
for students in Waimulang, Buru Island and for displaced children in Gonzalo, Ambon
Island.
Economic Recovery and Infrastructure
Mercy Corps funded the provision of fishery equipment this week to IDPs in Nusa Ela
Sub-village in Pulau Tiga Island.
NORTH MALUKU
General Situation
The Ministry of Home Affairs appointed four senior officials to lead the administration
of North Maluku province. Sinyo Harry Sarungdajang, Inspector General of Ministry of
Home Affairs, will be the acting governor from 20 February to 25 March 2002.
According to the ministry, these appointments were necessary to fill the
administrative gaps that occurred due to the absence of the civil emergency governor
Mr. Muhyi Effendi, as well as the provincial secretary who has retired after a normal
term of office.
Health
CWS Indonesia-Manado office is conducting a second batch of training in health and
nutrition issues for health cadres working in its supplementary feeding programme in
Manembonembo Camp in Bitung. The supplementary feeding programme, which
includes health services, targets 250 under five children. Two physicians hold regular
consultations for 300 individuals in the location.
Assessments and Monitoring
On Monday (25 Feb.) WHO and OCHA started an assessment of health and
sanitation conditions in the existing IDP camps in Ternate City to determine urgent
needs. On the next day, the team visited Tidore City hospital to assess its technical
and infrastructure needs. WHO Emergency and Humanitarian Action programme
(EHA) aims at supporting the health services in the province through human resource
development, disease surveillance, drug supply management, and health as a bridge
for peace programme.
From 28 February to 1 March, CARDI is visiting and holding discussions with
communities in Oba Sub-district of Central Halmahera District to identify community
recovery activities for possible support and funding.
Population movements
On Thursday (28 Feb.) 237 displaced families (1,015 persons) left Ternate City for Ibu
Sub-district. According to the district head, Drahman Boy, this is the last group of Ibu
IDPs in Ternate and he officially stated that there are no more IDPs of Ibu origin in
Ternate.
Community Recovery and Conflict Prevention
UNDP Community Recovery and Conflict Prevention Unit established a field office in
Tobelo on 21 February. The office is expected to serve as an operation base for its
programme activities in Tobelo and Galela.
CARDI has signed a contract with a local NGO on Monday (25 Feb.) to implement the
construction of a traditional market in Susupu Village of Sahu Sub-district.
