MALUKU
General Situation
On 7 February, Porta Village on Saparua Island was attacked by a group of men
believed to be Muslims from the nearby village of Kulur. The armed attackers were
repealed by the villagers and security forces. Two of the attackers were killed.
16 IDP families from Tulehu, east of Ambon Island was made homeless as a result of
a fire that gutted their barracks on Saturday (2 Feb.). Mercy Corps and AcF are
currently responding to their food and shelter needs.
IMC reported that on Monday (11 Feb.) hill tribesmen (orang gunong) attacked Pohon
Batu, Wamasi and Oki Baru in Buru. Two residents of Wamasi were killed and one
badly injured. IMC has decided to temporarily relocate their doctor, formerly located in
Buru, to Namlea.
Formal peace talks between the Muslims and Christians mediated by the Central
Government and led by the Coordinating Minister for People's Welfare, Jusuf Kalla and
Coordinating Minister for Political and Security Affairs Susilo Bambang Yudhoyono,
took place in Malino, South Sulawesi on 11-12 February. The talks ended with a
formal 11-point declaration to end all violence. The delegates established two
commissions to study issues on security and law enforcement and to discuss
socio-economic matters. Muslim and Christian newspapers report that the peace
accord has been enthusiastically received by both communities.
Population Movement
UNRC Ambon conducted a visit to an IDP camp in Morella, on Monday (11 Feb.).
UNRC received unconfirmed information indicating that more than 85 IDP families from
the village of Kairatu in Seram had returned spontaneously to their village during the
last 6 months. Remaining 50 families have found employment in the area and have no
plans to return at this time.
Health
IMC in collaboration with the Provincial Health Department is placing a doctor in
Ulima, Ambalau Island. IMC's medical team also conducted mobile clinic and
Traditional Birth Attendants (TBA) training to midwives in POHON Batu and Waesili in
Buru and will also conduct mobile clinics on Monday (18 Feb.) in Danau Rana, Buru.
IMC found 28 cases of bloody diarrhoea in children under 5 years old, in Seram.
MSF-B reported 578 consultations this week for their mobile clinics with 34 percent of
patients with respiratory tract infections. One child's death, suspected from Tetanus,
was reported.
The Health Working Group under the provincial Health department had a meeting on
13 February.
Water and Sanitation
MSF-B has completed 12 latrines for the Halong Naval Base camp and is continuing
the rehabilitation of 3 wells in Sam Ratulangi Camp.
Other
Mercy Corps organised a Gender Workshop with local NGOs in Ambon on 13-14
February.
NORTH MALUKU
Assessments
USAID-OTI and OCHA Ternate went on mission to Jailolo, Sahu and Ibu sub-district,
on 14-15 February 2002, to assess rehabilitation needs and monitor construction of
shelters funded through USAID-OTI assistance to returnee program.
Population movement
Mr. Sukemi Sahab, the Head of Social Section at North Maluku District
Administration Office, said to "Lintas Gamalama" on Monday (11 Feb.) that 58
families composed of 156 displaced teachers and school staff from Ibu sub-district but
living in displacement in Ternate returned to their duty station in Ibu on Tuesday (12
Feb.)
Health
During this week, ICRC/PMI team distributed 2 WHO kits , 2 basic unit drugs and
10.000 tablets of cloroquine in Bacan sub-district.
IMC reached an arrangement with Ternate City Health Office to provide health service
to IDPs in 34 camps. Meanwhile, on 09-15 February, the organisation also provided
health services to several areas in Kao, Malifut, Tobelo, Galela and Morotai
sub-districts. Common diseases found included malaria and upper respiratory tract
infection. WVI also supported the construction of a generator house and water tower,
followed by rehabilitation of the plumbing and electricity system, at the General
Hospital in Tobelo.
On 08-14 February, WVI small-scale health training program continued for
communities in 34 IDP camps of Ternate City. In addition, a three days detailed
training was conducted for selected health cadres. Topics covered were Common
Nutritious food, Diarrhoea, Upper respiratory tract infection, Family hygiene and
sanitation, Malaria, also the advantages of exclusive breast-feeding, Vitamin A, and
Salt-iodination.
Water and Sanitation
On 11-15 February, WVI assisted in the transportation of materials for construction
and rehabilitation of several wells and MCKs in Kao sub-district
