NORTH MALUKU
Assessments
A joint AcF/FAO team conducted needs assessment for (agricultural) seeds and tools
in several villages of Jailolo, Sahu and Ibu sub-districts on 02-08 February 2002.
Health
ICRC distributed 6 standard health kits from WHO to Ternate City hospital and two
main hospitals in Tobelo. ICRC also distributed 15 dispensary kits to various health
centres (puskesmas) in Kao and Malifut and 12 dispensary kits were distributed to
several health centers and units in Central Halmahera district.
During the week of 02 - 08 February 2002, IMC continued to provide support to health
services and provided health care assistance in Kao, Malifut, Tobelo, Galela and
Morotai sub-districts. Common diseases seen were malaria, respiratory tract
infection, diarrhoea and skin infections.
WVI conducted a small-scale health training program in 34 IDP camps in Ternate city
on 03-07 February 2002. Various health topics including malaria, upper respiratory
tract infection, breast-feeding, supplementary feeding, and sanitation and personal
hygiene, were discussed.
WHO team arrived in Ternate on 06 February 2002 to continue support to provincial
health services.
Water and Sanitation
WVI supported the community in the cleaning of 28 wells in several villages of Kao
sub-district during the period of 02-08 February 2002. The organisation also assisted
the community to transport local construction materials in the villages of Kao and
Malifut sub-districts and monitored the progress in the construction of MCKs in the
said sub-districts.
Non-food Items
ICRC team was in Gane Barat sub-district during the week to distribute construction
kits (electric saws, hammers, nails) and agricultural seeds and tools.
ACF distributed building material to 90 families for the construction of houses in
Loloda sub-district on 04-05 February 2002.
MALUKU
General Situation
The Coordinating Minister for People's welfare Yusuf Kalla visited Ambon on Tuesday,
(5 Feb) to meet with Government and community leaders in preparation for the first
round of formal talks to take place on 11-12 February in Makassar. Media reported
that in relation to the event, the government will deploy 500 security personnel to the
area. The Ambon Express on Saturday (2 Feb) listed some of the issues to be raised
by the warring communities. Both communities demand that the Government
investigate the causes of the conflict. The Muslims' demands also include a call on
the government to investigate the presence of the RMS (Republic of South Maluku)
movement, an acknowledgement that the Laskar Jihad is involved in social and
religious sectors, and that the Muslims retain control of the areas they are currently
occupying. The Christians maintain that the RMS issue is an option only if the
Government is incapable of resolving the conflict and that the Laskar Jihad should
leave Maluku.
The Suara Maluku this week also quoted Abdul W. Polpoke, the Acting Head of MUI
(The Indonesian Supreme Council of Islamic Scholars) as saying that talks so far are
aimed at stopping the violence only. Peace and reconciliation will be discussed when
this has been achieved.
Assessments
MSF B conducted an assessment this week on water supply conditions for 200
displaced families in Suli TNI camp, Ambon and found that the current rate of water
availability is below the Sphere Project minimum standard. (6 litres per person per day
while The Sphere Project minimum standard is 15 litres per person per day). MSF B
will address this matter as soon as possible with the concerned agencies.
The Education Working Group comprising SC UK, Mercy Corps, UNICEF, UNRC and
representatives from the Education Department conducted a one-day assessment of
schools and education facilities in Hative Besar, Benteng and Kudamati in Ambon on
Tuesday (5 Feb.)
Health
MSF B sent a team for their outreach programme this week and conducted 245
medical consultations in Buano, Kampung Baru, Telaga Piru, Taman Jaya, Alang
Asaudi and Uni, Seram Island. They will conduct a hygiene promotion programme in
Wisma Atlit IDP camp Monday (11 Feb.).
IMC in cooperation with IBI (Indonesian Midwives Association) conducted training for
26 traditional midwives in Masohi from 28 January to 1 February. An IMC doctor
based in Wamsisi reported that two children died within the last two weeks from
bloody diarrhoea in Waimasing, Buru Island. Local health authorities have been
informed and are planning to go to the area.
Water and Sanitation
MSF-B has completed their well construction project this week in Kampung Baru,
West Seram.
Shelter and Non-food Items
AcF will distribute 290 emergency shelter kits next week (mid-February) in
Waemulang and Ewiri villages, South Buru, to households whose homes were
severely damaged from last year's November-December attacks.
Economic Recovery and Infrastructure
AcF is monitoring the distribution this week of Income-Generation Programme kits for
834 displaced families living in Ambon.
