MALUKU
General Situation
The general situation in Maluku is relatively calm following the signing of the peace
agreement in Malino, South Sulawesi, last week. However, there was initial reaction
from hardliner Muslims last Thursday (14 Feb.) protesting against the Muslim
delegates upon their return from the talks. Stones were thrown at the car carrying the
delegates but no casualties were reported.
The Coordinating Minister of Political, Social and Security Affairs, Susilo Bambang
Yudhoyono, visited Ambon on 20-21 February to oversee the socialisation process of
the peace talks that took place on 11-12 February in Malino. The minister met with
the government, community leaders and the delegates of the peace talks.
Assessments
MSF-B conducted an assessment for their hygiene promotion programme this week
in Tial, Tengah-tengah, Tulehu, Sam Ratulangi, Waitatiri, and Rimba Raya in Ambon
Island.
ICMC, in cooperation with local NGOs, will conduct an assessment to North and
West Seram on Monday (25 Feb.) to look at the prospect of displaced families to
participate in 'Go and See' projects to their home villages.
UNICEF, together with provincial health and education authorities, conducted an
integrated assessment on Thursday (21 Feb.) on health, education, water and
sanitation, and peace education projects in Wayame and Hative Besar in Ambon
Island.
Mercy Corps conducted an assessment in Seram this week on IDPs who want to
return to Werinama, and on their water projects in Melinani. They are also making an
assessment on possibilities of establishing an office in Masohi.
Health
MSF-B conducted 607 consultations for their Mobile Clinic Programme in Ambon
where they found one case of measles in Lateri BTN IDP camp and 2 cases of watery
diarrhoea in the Puskesmas in Suli. MSF-B is also planning to conduct a vaccination
campaign for 1,450 children in Waibele, Waemulang, Wahaka, Wamkana, Labuan,
Waemala, and Waenalut in Southwest Buru in early March. The campaign was
initially scheduled for February, but was postponed due to worsening weather
conditions that were making sea transports difficult.
IMC will conduct their Outreach Clinic programme on Friday (22 Feb.) in Tifu,
Nusarua, Waeken, Mangeswaen, Fakal, Waekatin, Waeraman and Waelo in Buru
Island.
WHO will leave for Namlea, Buru Island from 22-24 February to follow up on Health as
a Bridge for Peace programme and to conduct a Puskesmas survey throughout
Maluku in cooperation with local health authorities, as well as to follow up on the
handling of the measles outbreak that was discovered in Buru Island last December.
UNICEF will go to Namlea, Buru Island for their Safe Motherhood programme on
Friday (22 Feb.).
Shelter and Non-food Items
AcF will monitor the distribution of 290 shelter kits to victims of attacks throughout
Waemulang and Ewiri, South Buru Island in March. The monitoring team was
scheduled to leave on February, but was postponed due to worsening weather
conditions that make sea transports difficult.
Economic Recovery and Infrastructure
AcF sent a team on Wednesday (20 Feb.) to monitor their income generation
activities, which were distributed between November 2001 and January 2002 for IDPs
in Laha, Ambon Island.
Other
IMC boat and ambulance vehicles arrived in Ambon on Tuesday (19 Feb.).
Mercy Corps, in cooperation with CSPS-UGM (Centre for Security and Peace
Studies-Gadjah Mada University, Yogyakarta), conducted a workshop for conflict
management and communication skills for 30 local NGOs in Ambon this week. The
workshop will also be conducted for 30 local NGOs in Tual, Southeast Maluku from 28
February to 1 March.
NORTH MALUKU
Assessments and Monitoring
OTI-USAID and OCHA Ternate went on a mission on Saturday (16 Feb.) to Oba,
Central Halmahera district, to assess rehabilitation needs for returnees in the area.
OCHA Ternate visited three IDP camps that are sheltering 8,365 IDPs in Manado and
Bitung, North Sulawesi, on 16-17 February 2002, to hold discussion with the IDPs
regarding their return to North Maluku. There are believed to be over 40,000 displaced
persons from North Maluku living in camps and private homes in North Sulawesi.
IMC carried out rehabilitation needs assessment at the Pustu of Dokulamo and
Lalonga villages in Galela sub-district on 16-17 February.
Health
On 15-21 February, IMC provided health services in Kao, Malifut, Tobelo, Galela, and
Morotai sub-districts. Common diseases found included malaria, upper respiratory
tract infection, and skin infection.
On 18 and 19 February, IMC doctors in cooperation with health officials of Tobelo
Puskesmas conducted training for 11 midwives from Daruba, Posi-Posi Rao, and
Bere-Bere at Daruba health centre in Morotai Sub-district.
On 15-22 February 2002, WVI small-scale health program provided training for 410
mothers and 246 children from 24 IDP camps in Ternate city. Topics covered were
advantages of exclusive breast-feeding, hygiene and sanitation, common nutritious
food and vitamins, and common diseases such as diarrhoea, upper respiratory tract
infection, and malaria.
Water and Sanitation
WVI supported villagers of Tobelo and Malifut sub-districts in cleaning 12 wells in
Luari, Gorua, Ngofakiaha and Talapoa by providing materials and advises. The NGO
also helped transporting local materials, mainly sand, river stones, and gravel in 7
villages of Galela sub-district, 1 village of Tobelo sub-district, 2 villages in Kao
sub-district, and 2 villages in Malifut sub-district.
Education
State-run radio station RRI Ternate reported on Monday (18 Feb.) that the Head of
Education Office in North Maluku district, Said Bajak, stated that the department has
allocated Rp10 billion in the 2002 fiscal year budget for rehabilitation of elementary
school buildings and related education facilities and infrastructure in 18 sub-districts
of North Maluku district.
