MALUKU
General Situation
UNDP in Tual, South East Maluku, reported that the residents of Evu Village cut off
water supply to Tual city area since 13 March and held a demonstration to demand
the agreed payment of government compensation for the supply of piped water from
their land to the city area, which has been established since 1974.
There is no change in the general security situation in Ambon and Maluku since last
week. People are crossing communal borders but are exercising caution. The
socialisation of the Malino Agreement is continuing in Ambon Islands but NGOs
reported that most people in Buru have yet to be briefed on the agreement.
Health
IMC doctor conducted 133 consultations this week in their Mobile Clinic Programme
in Waemulang, Buru Island. They also conducted a three-day training (18-20 March)
on Posyandu, provided assistance for 22 new community health workers from IDP
camps in Masohi, and provided the health centre in Taniwel with new medical
supplies. They have also placed a new doctor in Werinama, Seram Island, this week.
MSF-B conducted 450 consultations this week through their Mobile Clinic Programme
in IDP camps throughout Ambon Island. MSF-B found and treated several cases of
skin and eye diseases in Wara camp and Belakang Kota camp due to water
problems in these areas.
MSF-B sent a team to Buru Island from 19 to 27 March to conduct a measles
campaign as well as their regular health programmes in Waibele, Waemulang,
Labuan, Wamkana, Waenalut, and Waemala villages. They also donated surgical
equipment to Halong Navy Base Hospital, Hative Polyclinic and Kebun Cengkeh
Polyclinic, all in Ambon Island, this week.
Water and Sanitation
MSF-B improved the water network and tanks in Vitas Camp; is constructing well
apron and drainage in Ruko Batu Merah Camp; is repairing water pumps in Synod
House Camp and garbage collection in THR Camp, all in Ambon Island, during the
week. They have also completed the construction of wells and drainage in Assaudi
this week and will begin construction in Taman Jaya, all in Seram Island, next week.
Shelter and Non-food Items
Mercy Corps has sent two teams to Seram Island from 20 - 23 March. One team will
assist in the rehabilitation of 3 IDP camp barracks for 242 displaced families in Piru
and Taman Jaya, and the other team will go to Buano to monitor their water projects.
Education
CARDI has decided this week to fund a local NGO to distribute basic school supplies
and sport equipment to 2,758 students of 35 schools in Ambon City. The one-month
distribution will begin next week.
Economic Recovery and Infrastructure
CARDI has decided to fund a local NGO this week to distribute sewing machines and
to train 30 women from Passo, Halong and Lateri IDP camps in Ambon Island. The
two-month programme will begin next week.
NORTH MALUKU
General Situation
The Central Halmahera District Parliament (DPRD II) agreed on Tuesday (19 Mar.) for
the creation of a new district, East Halmahera. This decision is subject to approvals
from the Provincial Parliament (DPRD I), the Ministry of Home Affairs, and the
President. A recent decision by the Provincial Parliament for the division of the North
Maluku District into five districts is still waiting approval from the national parliament
DPR, the Ministry of Home Affairs, and the President.
The Minister of Social Welfare, Bachtiar Chamsyah, and the Minister of Women's
Empowerment, Sri Redjeki Soemarjoto, visited North Sulawesi and North Maluku
provinces on 18-20 March to encourage and monitor the progress of IDP return
process. The ministers met IDPs in Manado, North Sulawesi, and in Ternate and
Tobelo cities in North Maluku.
Population movements
On Tuesday (19 Mar.), 400 Christian IDPs of North Maluku origin left Manado port in
North Sulawesi for Tobelo, their hometown in Halmahera Island. This is the largest
single group of Christian IDPs returning to North Maluku since their displacement two
years ago.
On Wednesday (20 Mar.), 143 Christian IDPs departed Tobelo City for their villages in
South Morotai.
Director General of Assistance and Social Security of the Ministry of Social Welfare,
Sumaryati Aryoso, said on Wednesday (20 Mar.) that the central government has
decided to stop distributing rice and side-dish money to displaced persons of North
Maluku in the 2002 fiscal year. However, IDPs willing to return home will receive, in
instalments, support assistance in transport, three months' food ration, Rp1,250,000
per family to support livelihood activity, and a package, valued at Rp5 million, of
building materials which includes carpentry kit and construction fee.
Assessments and Monitoring
DFID Jakarta representatives and its senior social development advisor for South East
Asia visited the province on 18-22 March. They talked with the government and aid
agencies on the effectiveness of the current humanitarian interventions to the IDP
return process, and to identify possible areas for improvement.
From 18 to 21 March a representative from the American Consulate in Surabaya, East
Java, also visited North Maluku province for the same purpose.
Provincial health department and WHO are travelling this weekend to Jailolo to assess
the first seasonal malaria outbreak.
Health
This week IMC attended 446 patients at the puskesmas in Kao, Tobelo, Galela,
Posi-posi Rao, Bere-bere, Daruba, and IDP camps in Ternate City. In addition, a
mobile clinic service reached 206 patients. Common diseases and conditions seen
include malaria, upper respiratory tract infection, skin diseases, gastro-intestinal
disorders, and parasites.
WVI organized garbage removal and cleaning of compounds in 10 IDP camps in
Ternate City by the IDPs during the week. Health promotion information campaign
programme through local radio and the press was provided.
WHO organized an entomology course in Ternate from 18 to 22 March, attended by
51 students.
Education
CARDI this week signed 5 contracts with local partners to either rehabilitate or
construct school buildings in Todowongi, Idamdehe Gamsungi, Tauro villages of
Jailolo, Gamsungi village of Ibu, and Todahe village of Sahu.
WVI this week has been conducting baseline school survey to identify needs and
establish interventions mechanism with the community around the selected schools
in Galela, Tobelo, Kao, and Malifut sub-districts.
Economic Recovery
This week, WVI procured fishing kits (each set consists of a net, lines and a boat)
that will be distributed to 25 groups of beneficiaries in Galela sub-district.
